SUBJECT: TCAAP Reuse and Public Sale Update
General Service Administration (GSA) Conference Call
A conference call with the GSA is scheduled for Monday, January 25, 2010, at 2 pm. An update
of the phone call will be provided at the Council meeting.
The next GSA conference call is tentatively scheduled for Monday, February 8.
Invitation for Bid Update _
The GSA met with the Army on Tuesday, January 12, 2010, to discuss the terms of the Invitation
for Bid (IFB). The primary purpose of the IFB is to outline the auction process, any special
terms of the auction, and to explain how the remaining required environmental remediation will
be completed. Although no final decisions were made at that meeting, the Army expressed

concern about the proposed license/lease concept and its ability to ensure the timely and
complete environmental remediation of the TCAAP property. No alternatives to the
license/lease concept were selected during the meeting.
According to the GSA, the Army had a positive response to the Ramsey County Trailhead
proposal. The Trailhead is the proposed 500 foot wide corridor from County Road I to the
northern border of the Wildlife Corridor that would cross the primer tracer area and Army
property, which is leased to the Minnesota National Guard. This concept is still in the discussion
process; however, the GSA indicated they would discuss the idea with Ramsey County to
identify a possible mechanism for transferring the requested property from the Army to Ramsey
County.

Ramsey County Trail Corridor, Trailhead, and Wildlife Corridor Update
On January 19, 2010, the Ramsey County Board of Commissioners reviewed the proposed 150
foot wide trail corridor along the eastern border of the TCAAP property and the 500 foot wide
trailhead from the Wildlife Corridor to County Road I. The Board unanimously approved the
following actions: -
1. Approved the following additions to the Rice Creek Regional Trail: a 3 0-acre Rice Creek
South Regional Trail that would be approximately 150 feet wide and connect the
Highway 96 Regional Trail to the Wildlife Corridor and a 29-acre Trailhead Access that
would be approximately 500 feet wide and extend from County Road I to the northern
border of the Wildlife Corridor.
2. Authorized Ramsey County staff to prepare an amendment to the Rice Creek Regional
Trail Master Plan that incorporates the additional properties from the former Twin Cities
Army Ammunitions Plant.
3. Authorized staff to seek transfer of these properties from the General Services
Administration to Ramsey County either directly or through a Federal agency sponsor.
4. Authorized staff to seek Congressional action, if necessary, to facilitate the
environmental remediation and transfer of these properties to Ramsey County for
regional trail purposes.
The Wildlife Corridor was already part of the County's plans, which is why the County did not
include that in their actions. These projects are in accordance with the City's resolution of
support that was passed on December 21, 2009.
