SUBJECT: Personnel Committee Discussion

Council has requested staff to research and gather information on Personnel Committees
for discussion.
Discussion
Staff sent out a listsery and received responses from a number of cities. Vadnais Heights,
Mounds View, Mahtomedi, Victoria, Rockville, Monticello, and the Minnesota Valley
Transit Authority all responded to the request and have differing yet similar structures.
They all consist of two council members, the City Administrator/Manager/Executive
Director, and the other staff members vary depending on the structure and duties in each
city; they vary from Assistant City Administrator, HR Director/Manager, or Finance
Director. The range of areas they address are:
l. Personnel policies and procedures.
2. Review ranges including cost-of-living/benefit increases.
3. Employee grievance procedures and administration.
4. New positions.
5. Classifications of positions.
6. Union negotiation parameters.
Most meet on an "as-needed" basis (some monthly), do not have written procedures, and
the primary function is to discuss and review personnel issues.
Council Action
Discussion by Council on the possible formation of a Personnel Committee or direction
to staff for more research and information.
