AN ORDINANCE AMENDING THE SIGN STANDARDS FOR SIGN DISTRICT 4
The Arden Hills City Council hereby ordains that Section 1240.02 Table 1 and Section 1240.02
Subd 2.0 of the Sign Code is amended to read as follows:

PROPOSED SIGN CODE
Subd. 2 Freestanding Pole or Monument Signs.
C. Freestanding signs in Sign Districts 4 and 5 shall be monument type
ground signs with the copy resting on and supported by a solid base of
brick or rock -faced block in a color similar to or complimentary to the
main structure on the site. The material of the base must extend at least
one-half way up the sides of the sign face.
Effective Date. This Ordinance shall become effective the day following its publication.

Al. Approve Ordinance 2008-010 for a Definition and Design
Standards Related to the B2 District as Presented in the November
24, 2008, Planning Case Report. Approve Publishing a Summary
of Ordinance 2008-010

Community Development Director James Lehnhoff stated that the zoning code
changes impact three sections of the Zoning Code. He reviewed the changes for
Section 1305.04, Section 1320.04, Section 1320.06, Section 1320.085, and Section
1325.05 Subd. 8. He also reviewed the changes for the Sign Code. He stated that
on page 3, the District Requirements Chart, Item 9 should state "Maximum
Dwelling Unit — 20". He also clarified that the changes would not affect those
businesses that were currently in the B2 District unless they were planning to do
development in the future.
Councilmember Grant asked if this was the last meeting available before the
expiration of the moratorium.
Councilmember Holmes stated that the Council had a formal meeting on
December 1, 2008.
Finance Director Susan Iverson stated that this would not allow enough time for
the changes to be published.
Community Development Director Lehnhoff stated that the summaries needed to
be published in order to be considered approved.
Councilmember Holden asked if the maximum height of 50 feet for buildings
included structures that maybe placed on the tops of buildings.

Community Development Director Lehnhoff stated that structures such as air
conditioners would need to be included in the 50 feet and that these items would
need to be screened in. He also clarified how the maximum height of a building
would be calculated to allow for peaked roofs.
Councilmember Holden asked what the correlation between the required traffic
studies and the density was.
Community Development Director Lehnhoff stated that all developments would
be required to conduct a traffic study unless this was waived by the Council.
Councilmember McClung clarified that any development that requires a PUD
would require a traffic study unless the Council waived this.
Councilmember Holden asked how the 20 units per acre figure was arrived at.
Community Development Director Lehnhoff explained that the figure was used
by the Civic Center zoning distinct.
Mayor Harpstead asked if there were areas in Arden Hills that had more than 12
units per acre.
Community Development Director Lehnhoff stated that he would have to look
into this and get back to the Council.
Councilmember Grant asked if a higher density, could be requested in a PUD.
Community Development Director Lehnhoff stated that a higher density could be
requested during the PUD process.
Councilmember Holmes suggested on page 3, the District Requirements Chart, the
amount for Lot Covered by Structure be changed to 40% and Minimum Landscape
Lot Area be changed to 25%.

Mayor Harpstead asked Community.' Development Director Lehnhoff if the
difference in suggested 50% for lot covered by structure and 15% minimum
landscape lot area was to accommodate paved parking.
Community Development Director Lehnhoff stated that this was correct.
Councilmember Holden stated that the minimum landscape lot area should be
increased to at least 20%.
Councilmember Grant stated that as the amount of required landscape area
increases there is more potential for the City to have large areas that are not usable
by the City and in undesirable areas. He recommended caution by the Council in
recommending a minimum requirement.
Mayor Harpstead clarified that most of the businesses in the B2 District currently
had around 20% of their lot landscaped.
MOTION: Councilmember Holmes moved to amend page 3, the District
Requirements Chart, Item 6 to 40% and Item 7 to 25%.
There was no second to the motion. The motion failed.
MOTION: Councilmember Holden moved and Councilmember Holmes
seconded a motion to amend page 3, the District Requirements Chart,
Item 6 to 45% and Item 7 to 20%.
Mayor Harpstead stated that all developments would require a PUD and that these
would be brought before the Council for approval and they could be altered during
the process.
Councilmember Grant that 20% for a minimum landscape area would provide
more room for the City to negotiate.
Community Development Director Lehnhoff stated that Institutional Housing on
page 2 should be blacked out because this -will not be permitted in the District.
Councilmember Grant asked if Hotel/Motel should be permitted as a Conditional
Use.
