SUBJECT: TCAAP Reuse and Public Sale Update
General Service Administration (GSA) Conference Call
A conference call was held with Kevin Legare at the GSA on Tuesday, April 13. During the
call, Mr. Legare stated that they were continuing to work on the Invitation for Bid (IFB) for the
public auction, particularly the terms related to the environmental remediation. Since the
previous conference call on March 15, the concept for completing the remediation has evolved.
During prior discussions, Mr. Legare stated that the GSA and Army were considering a process
where the purchaser would not take title to any portion of the TCAAP property until the
environmental remediation to the industrial standard was complete throughout the property. The
GSA is now considering a process whereby the remediated portion of the property would be
transferred to the owner after a successful bid. However, the portions that require remediation to
the industrial level would not be transferred until the remediation is complete. The purchaser
would also be required to provide a financial surety for the estimated cost of the remediation plus
an additional percentage to ensure that the remediation is complete. The GSA noted that this
process has not been finalized. The GSA anticipated releasing a draft IFB by the middle of May.
Mr. Legare indicated that the City would be given an opportunity to review the IFB prior to its
official release.
The GSA was accepting proposals from marketing firms through April 13, and they expected to
select a marketing firm by the end of April. The second bidders' conference is still anticipated to
occur the last week in May with the auction the last week in June.
The next conference call with the GSA was not scheduled in time for the release of this update.
Ramsey County Park and Open Space Requests
Ramsey County has made great strides with the GSA and Army regarding the County's park and
open space requests. While the details have not been finalized, the County is close to securing a
commitment from the Army to have the requested land transferred to the County at no cost. The

actual land transfer would not take place prior to the public auction, but the requested land would
not be included in the public auction.
Representatives from the County and Army met on April 22 to discuss the environmental status
of the land that is being requested by the County to gain a better understanding of the
environmental remediation needs and costs.
Additional Updates
The TCAAP Multi jurisdictional meeting was held on April 14 at City Hall. The meeting was
well attended and several people thanked the City for hosting the meeting and providing an
update on the TCAAP project. A similar community meeting was held at the Public Works
building on April 20. The presentation is available on the City's website at www.ci.arden-
hills.mn.us The April 14 meeting is also being rebroadcast on CTV.
The Economic Development Commission continued their review of the draft TCAAP zoning
regulations at their April 21 meeting. The PTRC will be reviewing the draft regulations at their _
April 27 meeting.
