Memorandum from City Staff dated April 15, 2010. �.� EN HILLS MEMORANDUM DATE: April 26, 2010 TO: Honorable Mayor and City Council Members Sue Iverson, Acting City Administrator FROM: Kristine Giga, Civil Engineer SUBJECT: Municipal State Aid Update Back�round/Discussion On April 1 S, 2010, staff provided the City Council a memorandum summarizing a meeting held with Mn/DOT State Aid staff on April 8, 2010. The City Council had follow up questions regarding the payback to State Aid if a segment of North Snelling Avenue is removed from the system. Financial Implications If a part or all of a state-aid route is revoked for which state-aid construction money has been spent, the district state-aid engineer shall determine the remaining life of the proj ect and compute the value of the items that were financed with state-aid money. The life of a reconstruction project is 25 years, per Minnesota Rules 8820. In the case of North Snelling Avenue, this length is 0.09 miles, and the remaining life is 6 years. If the segment were removed from the system in 2010, there would be a one-time payback of $10,545.56. If the segment were removed in a future year, the amount of the payback will decrease, because the remaining life has decreased. The payback would be subtracted from the next state-aid reimbursement requested by the City. The payback would not be reduced from the next annual allocation. This rr�eeting was in response to the Ietter sent by staff on March 3, 2010, wh�ch has been attached for your reference. Non-existin� routes In 20Q9, St�te Aid staff asked alI municipal�ties to re�iew designated non-existent routes, and deterrnine t�e buiIda�ility of these routes. If eonstruct�on of the road is not feasible or I�kelyo State A�d has requested these seg�nents be removed from the system. C�ty staff� reviewed the nan-existent segment that ru�s a�ong the south side of Round Lake. The current aTignment runs along 13�� Street Northeast, which was vacated as a part of the Traverse Business Center Planned Unit Development, and north of Parkshore Drive. through the townhome development. �taff feels tha� the �on-existent road w�il be needed once T�averse Business Center is fully built, and has proposed a realigned rou�e that follows Gateway Boulevard and Parkshore D�ive. 1VIn/DOT State Aid staff reviewed the proposed change to the alignrnent of the non- �xistent segment south af Round Lake and has app�oved the rev�sion. Staff also reviewed the non-existent se�ment from Old Hig�way 10 extending east to North Snell�ng Avenue. Based on discussions vvith t�e C�ty �ouncil, construction of this se�ment may not be feasible based on existing grades, utilities, and cost. Staff proposes to remove this se�ment from the systern from Old Highway 10 to Briarknol� Dr�ve, and a short se�ment of Nort� Snelling Avenue up to 1VIcCIung Drive. S_ystem Revisions If Valen�ine Avenue is not constructed to State Aid standards, it is expected by State Aid that the segment be rerrioved from the sys�em. The new ciesigr�ation wauld a�low the majorit}� of I�1o�t� Snelling to remain on the system by prov�ding �he connection to another major roadway. However, the C�ty would be required to payback a portion of the MSA funds used on North SnelIing Avenue. Nor�h Snell�ng Avenue was reconstructed from CSAH 96 to Br�arknoll Dri�e in 1991; $263,639 in State Aid �unds was used. Paybaek would be required on the 4.09 miles of the road that wou�d be revoked. �'he life of a reco�struction project is 25 years, per M�nnesota Ru�es 8820. The pa}�back amount is ealculated by taking the perce�tage of the road being revoked and the number of }�ears �emaining in the s�ree�'s 25-year life, and app�ying this to the State Aid portion of the project cost. �'he follow�ng table s�ows the pay�aek tha� v�ould be required in each of the years of remaining life. The payback would be subtracted from the next state-aid re�mbursement requested by the City. State Aid staff stated tl�a� Cha�ham Avenue wouid be a cand�date far designation, as wel� as Prior Avenue. Fram an overall system layout, they �dvTsed that it would make more sense �o des��nate Pr�or Avenue to Jerrold Avenue� insteac� of to Edgewater Avenue; �t doesn't make as much sense �o �ave t�vo streets designated tha� are separated only by one b� ock . State Ald staff also advisecl tha� t�e Briarknoll-Norma-Royal-Floral segment �s more �ikely ta receive support than the Royal Hills-Arden View Dri�e segment. Both of these streets have curves ar�d sto� si�n con�rolled interseetions that do not meet the minimurn 30 mph design speed. �hen the street is reconstructed in 3a �ears, curves v�au�d need to mee� the mini�num design speed, ar have a stop sign instal�ed at that intersectian. T'he Briarknoll-Norma-Royal-F1oral segment serves more homes, and provides aecess to a City Park. T�e areas that do not meet design speed already h�ve stop signs, or ar� at intersections where stop signs coulc� be easi�y �ns�alled. A municipa� state-a�d street rr�ay be selected if �t: A. is projected to earry a relat�vely he�vier traffic voiume or is funetionally classified as co�lector or arter�al as �denti�ed on the urban municipal�ty's functional classificat�on plan; B. connects the po�nts of major traffic interest, parks, parkways, or recreational areas within an urban municipality; and C. provides an integrated s�reet system affording, within practical lirnits, a state-a�d street network eonsistent wi�h projected �raf�c demands. Mn�DOT staff also stated that County Roads nat on �he County State Aic� Syster� may �e des�gnated using mun�cipa� mileage. There is one ellgible county road that meets this requirement; County Road E from New Brighton Road ta Lake Johanna Bouievard (approximately 0.29 miles �n length.} To accomplish this� the County wou�d need to support this designation, and the City would need to take over the main�er�ance of the roadway. Th�s could be accomplished through an agreement with Ramsey Caunty. l�ex� steps Staff has identif�ed several options to proceed. Option 1- �nake system revisions this year to revoke Valentine Avenue, realign �he non- existent route and designate McClung and Colleen Avenue. The payback to State Aid �vouid be $10,545.56. Option 2- make system revisions in a future year �a revoke Va�entine Avenue, reaiign the non-ex�stent route and desl�nate McClung and Colleen Avenue. Depend�ng an the year the revisions are made, the paybaek to State Aic� would be as listed ir� the tab�e above. State Aid staff �as indicated that this would be an acceptable opt�on. Option 3- re-evaluate the designations and revise the system eno�gh to be ab�e to des�gnate the Briarknoll-Norma-Royal-�oral segment. Staff recommendation Staff reeomrnends proceeding w�th Option 2. �'his option would requi�e no C�ty Council action at this time.
