Resolution 2010-023. _ _ __ _ _ _ _ _ _ _ __ _ _ :- �� EN HILLS : MEMORANDUM DATE: April 26, 2010 TO: Honorable Mayor and City Council Members Sue Iverson, Acting City Administrator FROM: Kristine Giga, Civil Engineer SUBJECT: 2010 Pavement Management Program (PMP)- Award Bid Background On March 8, 2010, the City Council approved the plans and specifications for the 2010 Pavement Management Program and ordered advertisement for bids. Bids were solicited during March and early April. The bids were opened on Thursday, April 8, 2010. Based on the bids received, staff recommends awarding the proj ect. Discussion Based on past practice, the City Council has awarded the contract to the lowest responsible bidder. In the case of 2010 PMP, the lowest bidder is T. A. Schifsky & Sons, Inc., of North Saint Paul, Minnesota. Financial Implications We received twelve bids for the proj ect. The low bid submitted by T. A. Schifsky & Sons, Inc., $779,799.67, is 13% lower than the Engineer's construction estimate of $897,545. The following is a list of the bids received: BIDDER AMOUNT T. A. The non-assessable items include 20% for engineering fees. The assessable portion, the street improvements, includes a 3 7% overhead, which includes engineering and other administrative overhead costs as de�ned in the Assessment Policy. The City's portion of the proj ect costs are currently budgeted in the General Capital Fund and Utility Enterprise Funds (sanitary sewer, surface water and watermain funds). The following shows a breakdown and comparison of budgeted amounts, engineer's estimate, and contract prices. The City will also need to utilize more funds from the PIR for the roadway improvements, since State Aid funds will not be used on this proj ect. The finance director has indicated that these funds currently have sufficient balances to accommodate the increase. Resident Comments/Concerns Staff has received the attached correspondence from residents regarding their concerns about this proj ect. I live at 3 312 Katie Lane. I am somewhat concerned by the timing of this proj ect. First, it amazes me that in a time of national/state crisis in the economy and massive unemployment, that our local govt would think of imposing yet another drain on already tight finances for most households. Second, it is r�ecessary to do this work at all? Is it that critical that Arden Hills spends thi� money now? Or is it like most govt dollars if you don't spend it you lose it? I hope that is not the case but like so many govt and education budgets, next y�ear's dollars are predicated on spending this year's so you get more next year. I hate that philosophy but it appears to have taken hold in most govt funding. So in nutshell, I would vote, if I still had a vote, to NOT do this work until the economy becomes more stable, folks start working again, and save these dollars for more pressing and important matters. And if your answer is we lose those funds, then so be it. I would rather not spend more money that our govt does not have, ie massive deficits. And I surely do not want to find $2,200 in my household budget to fund this. The following is what has been sent out to interested parties: We received a natice on April 15, 20 � 0 detai�ing t�e reconstruction cost of our street. We took anather dr�ve around alI of the affected streets and �oticed t�at the roads scheduled for a relatively minor "mill anc� overlay" are in extre�nely de�eriorated eondition compared to our street, Valentine Crest Roac1. For some �eason �he cIt}� is includi�g our cul-de-sac with a major reeonstruction of adjacent Valer�tine Avenue whrch we unders�anc� has been problematie �o� ma�y years. �ur street has held up exceptionally wel� for many years, part�y I would assume because of it being a long cul- de-sae with the only heavy duty veh�cles be�ng garbage and recycling t�-ucks on Tuesdays. We feel the City of Arden Hills is being decei�f�ul in this mat�er coneerning the street repair and replacemen�. They are not taking any of the hor�eowners conce�s on Valent�ne Crest Roac� into consideration. The battom line is our street is not in the same poor condition that Katie Lane is in and �hey are only receiving a"mill and overlay" with an estimate of $1721 minimum per household. �e are being tQld we are getting a new street at a cast of at Ieast $8,268 per household. We have no say in t�e matter even though all af the homeowners have signed a petition against this. In the last week � have seen several HUGE trucks going down our street delivering suppfies to the new house the� are building on the NEW Katie Lane. ii�le have lived here since 198� except for 1 year we moved to a townhause. �� is my understanding that in our absence, there was a meeting regarding our s�reet. [ heard that my neighbors were not in favor af �e-doing our street untii the new addition was completed. And now many years iater, it is only s�arting to be bu�lt on. ihe street in f�ont of aur house is in deplorable condittan. It laaks like slum hausi�g and the rocks alC over our property are a mess. That being said, I think it is a bad decision to re-pa�e our street at this time. These trucks wifl have the s�ree� destroyed before �f�e new homes are completed.
