Figure of project area. �;.� EN HILLS MEMORANDUM DATE: May 10, 2010 TO: Honorable Mayor and City Council Members Patrick Klaers, City Administrator FROM: Kristine Giga, Civil Engineer SUBJECT: Sanitary Sewer Repair- Venus Avenue Easement Back�round/Discussion Staff has identified a sanitary sewer repair that is needed on the main that is located parallel to the Elmer L. Andersen Trail Connection south of Venus Avenue. The existing sewer main is located under a grove of large cottonwood trees. The roots from these trees are suspected to be the cause of the offset j oints in the pipe. The pipe is an 8-inch diameter clay pipe, with offsets of 3-4 inches. During routine televising, Public Works crews encountered difficulties getting the camera through the offset j oints in the pipe. There is a segment of main line approximately 60 feet in length that has not been televised, since the camera cannot get past the offset joints. Staff recommends that this segment be repaired, along with the south 40 feet of the pipe which were televised; this segment of pipe is cracked, and there is evidence of root intrusion. Attached is a figure showing the location of the needed repair. Since this area is currently under construction, it is the appropriate time to make these repairs. However, the existing sewer main lies under a grove of nine large (24 inch diameter and greater) cottonwoods that were able to be saved as a part of the trail construction. Staff has requested quotes from three contractors to complete this work; the contractor constructing the trail, American Liberty Construction, Inc., and two utility contractors, Frattalone, Inc. and Burschville Construction. Quotes are to be submitted by Tuesday afternoon. Two alternatives were provided to the contractors. One alternative is to replace the main line in its current location. This alternative will require the removal of the large cottonwood trees. The second alternative is to construct a new sewer line around the large trees by constructing two new manholes. The main line would have a j og, which is less desirable from a maintenance perspective, but would minimize tree removal. Some smaller trees and undergrowth would need to be removed, but the large cottonwoods would be saved. This could occur the week of May 24. Staff is bringing this agenda item forward at this time in order to be able to complete the utility repair work prior to paving the trail. Waiting until the May 24th Council meeting could delay the trail proj ect. Once all of the construction is completed in this area, staff will work on a tree replacement plan to mitigate the trees removed for trail construction, erosion correction, and sanitary sewer repair. Trees will be planted to deter people from continuing to use the existing dirt path. The location of the trees will be determined after the sanitary sewer alignment is established. Fin ancial Implications The cost to repair this segment of sanitary sewer is estimated at $20,000. To replace the sewer in its current alignment, the significant cost will be tree removal. To realign the sewer to save the trees, the added cost will be the construction of two new manholes. The cost of tree removal and the cost of additional manholes are approximately the same. The cost for this repair will be paid for using Sanitary Sewer Enterprise Funds. $40,000 is included in the 2010 budget for maintenance of utilities; to date, $3,807.73 has been spent. Council Action Requested Authorize staff to contract with the company providing the lowest quote to make necessary repairs to the sanitary sewer main along the easement off of Venus Avenue. If the cost for the two alternatives is equal, provide staff direction for the preferred alternative.
