SUBJECT: TCAAP Reuse and Public Sale Update
General Service Administration (GSA) Conference Call
The City held a conference call with the GSA on March 15, 2010, to discuss the TCAAP public
auction process. Mr. Legare stated that the GSA is continuing to work with the Army on the
special terms for the Invitation for Bid. There have not been any changes to the remediation
timeline or concept since the last conference call. The second bidders' conference is still
tentatively scheduled for the week of May 24, but the final date and time have not been set. The
auction may occur as soon as the last week in June.
The next conference call with the GSA is scheduled for Monday, April 5, 2010, at 2 pm. The
call will be held in the City Council chambers.
Ramsey County Park and Open Space Requests
As reported on March 24, the Army has expressed support for a portion of Ramsey County's
request for park and open space land. The Wildlife Corridor will still be transferred as
anticipated. The Army is supportive of Ramsey County's request for the 500 foot wide trailhead
that crosses the Arden Hills Army Training Site (AHATS) and the Primer Tracer Area with
certain conditions that are still being discussed. The balance of the Primer Tracer area would be
removed from the public auction and absorbed into the AHATS property.
The 150 foot wide trail corridor along the eastern property line has not yet received support from
the Army. City Staff and the County are continuing discussions on options for obtaining the trail
corridor.

Additional Updates
Staff met with the Cuningham Group on Monday, March 22, 2010, to begin their involvement in
the TCAAP zoning project. They anticipate completing their initial review of the draft zoning
regulations by April 5 to evaluate the regulations for conformance with City goals in the
Comprehensive Plan and Minnesota Statutes. Once their evaluation has been reviewed by the
City, they will begin to prepare recommendations for enhancing the draft regulations. The City
is on track to adopt the regulations by the end of June in time for the public auction.
The City's TCAAP website has been updated and reorganized to help people find information.
The website can be viewed at www.ci.arden-hills.mn.us/tcaap.
The TCAAP multi jurisdictional meeting is scheduled for Wednesday, April 14, 2010, from 6:30
pm to 8:00 pm in the Arden Hills City Council Chambers. Invitations were sent on March 4.
This informational meeting will recap the events from the previous year and explain the steps the —
City is taking to prepare for the public auction. A question and answer session will follow the
presentation. As of March 25, 13 people had confirmed that they will attend the meeting. _
The TCAAP community meeting is scheduled for April 20, 2010, from 6:30 pm to 8:00 pm in the
Marsden Conference room at the Ramsey County Public Works building.
