The Council consensus was to include ir.�gation in the 2010 CIP (Attached for review). Since that time, staff has been working with Minnesota Irrigation Distribution Center to assemble plans and specifications for the irrigation system. The initial estimate in the 2010 Capital Improvement Plan was based on watering the two sports fields exclusively. The PTRC and Council both stated they would like to see areas around the pavilion and general park areas included. As a result of these discussions, the proj ect scope was increased to include the areas surrounding the pavilion and general park areas. The irrigation installation and the plumbing for this proj ect have been separated in order to receive the best possible cost estimate. A new water meter will also be needed to complete this project. The cost of the new meter will add an additional $850.00 to the project. Therefore, the overall project cost is estimated to be $16,333.75. Staff checked references on the top bidders for both the irrigation installation and the plumbing. Anderson Irrigation has extensive experience installing irrigation systems on sports � elds. Cities or agencies that Anderson Irrigation has worked with: Anoka Hennepin School District, City of Blaine, City of Little Canada, City of Otsego, City of Ramsey and the City of Roseville. Village Plumbing, Inc. has worked with several surrounding municipalities such as the City of Shoreview, City of Little Canada and the City of Roseville. The Cummings Park fields serve as one of the two main sport fields in the City. The fields are utilized three seasons of the year by City programs and association programs. The fields were in poor shape last spring/summer and without irrigation, staff found it difficult to fix bare areas and holes. In 2001 when the pavilion was built, the City included installation of a pipe for the possibility of a future irrigation system. This field is heavily used and the result is a poor playing field. The irrigation system will help keep the fields in playable condition. Healthy grass is an essential element of any outdoor sport field. Thick, green, lush turf provides a safer surface for athletes, reducing the amount of injuries experienced on the playing field. It is also aesthetically pleasing. Water is a necessary component to keep turf in healthy condition. It is recommended that turf receive 1" of water per week. Irrigation systems are typically installed to supplement rain water to provide the needed 1" of water per week. As sport fields develop bare spots in high traffic areas such as goal mouths, an irrigation system can assist in keeping newly seeded areas moist to help promote seed germination and long term establishment. Dormant and dry turf grass is more susceptible to long term damage due to the aggressive heavy traffic on sport fields. A soil sample has been collected from Cummings Park and sent to the University of Minnesota for testing. The results of this soil sample will help determine the required nutrient needs of the soil. This will demonstrate how much fertilizer, and what type of fertilizer these fields need. The soil on these fields is primarily a heavy clay content. This type of soil vvorks v�ell with irrigation systems with the most effective method being to apply water slower over longer durations. Fertilization, aeration and irrigation work together to provide q�.ality turf. We will be reviewing our current maintenance practices for this field, in order to maximize the benefits of irrigation. Cost Benefit Analysis The spring and summer of 2009, city staff put together a make shift sprinkler system on occasions at Cummings Park when we had time. This probably occurred once or twice a �nonth. However, due to the amount of time it took staff to set up and take down this system it was not used regularly. Without an automatic irrigation system, to apply the needed amount of water (1 inch recommended per week) at Cummings Park with our Public Works Staff regularly setting up and taking down this sprinkler system, it is estimated that it would take the following amount of labor (weather permitting): • 6 hours per week x 24 weeks = 144 hours per year (May-Oct) • 144 hours per year x$20.00 =$2,880 per year The set up and take down for this operation could be completed by seasonal staff. However, the time frame that watering would occur (Mid May through October) is longer than the City typically has seasonal staff employed. Therefore, an average hourly wage of $20.00 per hour was used in this analysis. The cost of the proposed automatic irrigation system is $16,333.75. Therefore, it would take approxim.ately 6 years %r the City to recover this cost. This does not take into effect the other tasks that this type of operation would take our staff away from. In addition, this type of watering takes place during the main portion of the day which is not the ideal time of day to water. Ideally, overnight or early morning watering is best. If the fields are watered during the main portion of the business hours to allow for our staff to do the watering, the fields would be unusable a maj ority of the day. Budget The Special 1Zevenue Park Fund includes $17,000 for this proj ect. Recommendation Staff recommends a motion to award the Cummings Park Irrigation Installment to Village Plumbing, Inc. in the amount of $1,616.00 for the plumbing installation, Anderson Irrigation, Inc. in the amount of $13,867.75 for the irrigation installation plus an additional amount of $850.00 for a City purchased water meter for a total project cost not to exceed $16,333.75.
