SUBJECT: Public Works Superintendent
Back�round
At the March 15, 2010, worksession, the City Council discussed the Public Works
maintenance staffing and workload. Part of that discussion focused on the
Superintendent position versus a Working Foreman and the eighth maintenance position.
As a result of that discussion, there was a consensus of the Council that the City should
precede with a Superintendent position. The Council referred the matter to the Personnel
Committee for further review and requested that a recommendation be brought to the full
Council at the April 26th meeting. At the April 26th meeting, the Council approved the
job description and advertising for a Public Works Superintendent based on the Personnel
Committee recommendation. On April 28th, the Public Works Director submitted his
letter of resignation.
Discussion
The Personnel Committee met on May lOth and decided that the City should delay the
advertisement for the Public Works Superintendent position until after the ad for the
Public Works Director position was placed. This update regarding the staging of the
advertisements was given to the City Council at its MaylOth meeting.
More recently, the Personnel Committee met on May 26th to discuss Public Works
department and staffing. At this meeting the hiring process for the Public Works Director
was discussed as was the Superintendent position. After a somewhat detailed and lengthy
discussion on staffing and personnel, the Personnel Committee recommended that Joe
Mooney, Acting Public Works Foreman be offered the Public Works Superintendent
position. The Personnel Committee recommends starting Joe at Step 6 of Grade 8 or
$63,018 annually.

Joe has been a member of the Public Works staff for 24years and has filled the Acting
Foreman role for the last two years. Over the last two years Joe has proven himself to be
a leader within the department and has displayed the management skills necessary for
fulfilling the responsibilities of the Superintendent position.
Council Action
Appoint Joe Mooney to the position of Public Works Superintendent at a starting salary
of $63,018 which is Grade 8, Step 6 of the City's Compensation System.
