Back�round State Statute 473.864 requires all cities and townships in the seven county metropolitan area to update their comprehensive plans every ten years with the rxiost recent due date having been December 3 l, 2008. After preparing the Plan through a community planning process, the Arden Hills City Council gave preliminary approval to the Comprehensive Plan on December 15, 2008. The Plan was subsequently submitted to the Metropolitan Council for approval. On August 12, 2009, the Metropolitan Council completed its review and approved the Arden Hills 2030 Comprehensive Plan. The Metropolitan Council found that the City's 2030 Comprehensive Plan met all Metropolitan Land Planning Act requirements; conformed to the regional system plans for transportation, water resources management, and parks; and was consistent with the 2030 Regional Developynent F�amework. The Arden Hills City Council formally approved the 2030 Comprehensive Plan in Resolution 2009-026 on September 28, 2009. While that resolution was intended to include all parts of the Comprehensive Plan, the Metropolitan Council is now requesting that the resolution be amended to speci�cally reference the Tier II Comprehensive Sewer Plan. The Tier II Sewer Plan can be found in Appendix E of the 2030 Comprehensive Plan. This amendment is a formality and does not change any portion of the Comprehensive Plan that was adopted in September 2009. W�EREAS, the City held three com�nunity involvement meetings and numerous pu�lic meetings with the Pla�ning Commission; Parks, Trai�s, and Recreation Committee; Economic Development Commission; and the City Council #o prepare the Plan. WHER.EAS, the Planning Commission held a pub�ic hearing on J�ly 2, 2U�8, to �ec�ive public corn�nents prior to releasing the draft 2030 Cornprehe�sive Plan for review by adjacent j �risdictions. WHEi2.EAS, on July 14, 2008, the Ci�y Council authorized releasi�g �he draft 2030 Co�prehe�sive Plan for cornment to adj acent j urisdictions, whic� include: the C�ties oi Mounds View, New Brighton, Roseville, and Shoreview; l.Zamsey �ounty; the Minnesota Department of Transportation; the Rice Creek Z]�iatershed District; the Mou�ds View School Dist�-ict, and the Rosev�lle School Dis�rict. WHEREAS, on December 15, 2008, the City Council accepted the comme�ts from ��e adjacent �urisdictions, gave preliminary approval to the 2030 Cornprehensive i'lan, an�i authorized its submission to the Metropoli�tan Council. WHEREAS, on Augus� 12, 2009, �he Metropolitan Gouncii provided co�n3er�ts ta the City of Arden Hil�s and found that the Arden �ills 2030 Comprehens�ve Plan meets all �etropolitan Land Planning Act requirements; conforms ta t�e regiona� sys%rn plans fo�- �ransporta.tion, including av�ation, water resources managemen�, and parks; is consistent with tl�e 2030 Regional Deveiopment Fran�ework, and is compatible with t�e pla�s of adjacent jurisdictions.
