Andersen Memorial Trail Signage Back�round At the December 11, 2006 Regular Council Meeting, the City Council passed Resolution 06-62: Designating the Elmer L. Andersen Memorial Trail (EAMT). This trail segment extends northeast from the intersection of Cleveland and County Road D to the boundary of Tony Schmidt Regional Park. The trail is shown below as trail segment C, identified in red. The Parks Trails and Recreation Committee (PTRC) recommended at that time that in the future, this trail should receive signage to designate and identify it as the Elmer L. Andersen Memorial Trail (EA,MT). At the November 30, 2009 City Council Meeting, staff presented a design concept to Council for review. Derrek is an Arden Hills resident who designed the City logo and has been involved in numerous design proj ects for the City. After review of the proposed design, the City Council passed a motion to direct staff to move forward with the proposed design for the Elmer L. Andersen Memorial Trail Signage and authorize staff to proceed into the production of detailed sign specifications to allow for accurate quotes and final review. At that time, Ramsey County Parks and Recreation had indicated that they may be interested in looking at the approved City EAMT design and may consider installing something similar on their portion of the EAMT, to allow for consistency. Council directed staff to review the design with the Elmer L. Andersen family and Ramsey County Parks and . Recreatlon. Since that time, Staff and Derrek Hames have been working with Emily and Julian Andersen, the children of Elmer L. Andersen on the factual information for the sign. The family has worked closely with the designer, PTRC Chair and Parks and Recreation Manger to �nalize the Elmer L. Andersen text and photo. In addition, staff worked closely with Ken Wehrle and Greg Mack at Ramsey County Parks and Recreation on the text and layout for the smaller pillar. Ramsey County has indicated that they have excess grant money available for park signage that they will be utilizing to purchase one six foot sign for the Lake Johanna entry to the EAMT. This funding expires on June 30, 2010. Ramsey County has asked to be invoiced for their signage shortly after Council approval in order to meet this deadline. The Elmer L. Andersen family has expressed their appreciation for dedicating this trail to their father and is honored to have been included in the design process for this signage. They have sent numerous emails stating their gratitude to the City and County and look forward to the installation of the Elmer L. Andersen Memorial Signage. Both Julian and Emily Andersen spent significant time producing the information for the �nal design. If the signage is approved tonight, the PTRC has expressed interest in planning a dedication ceremony for the EAIVIT, after installation. The Andersen family has expressed interest in attending this event. Julian resides in Seattle and Emily in Connecticut. It will be important for staff to work with the family to pick an appropriate date for a dedication ceremony. Depending on the completion date, this event could be planned for the fall. Derrek Hames also worked with the University of Minnesota Archives to acquire copyright permission for use of the chosen photo. Acquiring copyright can sometimes be a signi� cant fee. However, the University of Minnesota provided this to the City at no cost. The only request they had was that the photo have the following text underneath wherever it is used: Photo courtesy of the University of Minnesota Archives, University of Minnesota — Twin Cities. Included for Council review is a design portfolio with photos and diagrams. Derrek Hames has provided a model of the final design and will be present for questions and comments. Andersen Memorial Trail Signs from the Special Revenue Park Fund. Ramsey County Staff with Derrek Hames met with and sent out requests fo� quotes from three sign companies. All three companies are capable of this type of signage. However, Split Rock Studios determined that they could not meet the budget for this proj ect because they would need to subcontract it out. Specialty outdoor signage like this is a special service. Split Rock Studios suggested Serigraphics Systems, Inc. out of Golden Valley. The quotes below include the additional sign for Ramsey County Parks and Recreation. The City's portion of the signage came in at $15,345 for the construction and installation and design of $2,020 for a total of $17,365. This includes two pillars at County Road D and Glen Paul Ave. as the main entrance and one smaller pillar at County Road E and Indian Place. Ramsey County Parks and Recreation have agreed to purchase one smaller pillar at the Lake Johanna Blvd. EAMT entrance for a construction and installation price of $4,300 and $150 for design for a total of $4,450. One important feature included in the quote is a removable panel for the parks and trails map. This would allow for map changes without replacing the entire panel. The price given for this option is $906 for all signs. Serigraphics Sign Systems, Inc. stated that without this option, it would be an estimated $1,200 per sign for each time the map needed to be changed. Therefore, staff is recommending this option be included. Staff checked references for Serigraphics Sign Systems, Inc. and found they have a very good reputation within the architectural sign industry. They have been manufacturing high quality interior and exterior signs for all types of industry since 1976. In particular, the PTRC reviewed multiple drafts of the parks and trails map and the chosen park text. The PTRC reviewed the final design at their May 18, 2010 meeting and unanimously recommended approval of the . signage.
