HomeMy WebLinkAbout2.C, 2011-2015 Capital Improvement Plan EN HILLS MEMORANDUM DATE: June 21,2010 Item 2.0 TO: Honorable Mayor and City Council Members FROM: Sue Iverson, Finance Director/Treasurer SUBJECT: 2011 —2015 Capital Improvement Plan (CIP) Background As part of the 2011 budget process, a five-year capital improvement plan is prepared. p Staff has prepared the preliminary CIP for Council discussion as art of this process. p Discussion Staff last discussed the CIP with the City Council at the January worksession where they approved the 2010-2014 plan. Staff has added 2015 to the plan and updated Y es an changes in estimates or plans since that time. Staff has added CIP line items for Forestry Playground p Eq ui ment and Park Amenities as directed by the City Council at the January worksession. Other major changes include: g 1) Mounds View High School Sidewalk Extension—This trail extension request was q _ brought to the City Council by a student from Mounds View High School. The request included a petition and it is for a sidewalk along Lake Valentine Road from the bridge over 35W to the existing sidewalk in front of Mounds View High School. 2) Hazelnut Park — Trinity Lutheran Church has indicated they would like to sell a portion of their property. They would like to sell the property directly adjacent acent to Hazelnut Park. The entrance of the park and the soccer field are utilized by the City for park purposes but is church property. The PTRC and FPAC have discussed this issue and it will be brought to the July worksession for discussion by the City Council — this is only a placeholder in the CIP and is subject to change based on the July worksession discussion. The pp recommendation at that meeting will be to purchase the toolcat with the winter accessories. Council Action Staff would like input from the City Council on the 2011-2015 sections of the Five-Year CIP and the 2011-2015 equipment. Adoption of a five-year CIP is needed to enable the creation of a long-range financial plan for the City to evaluate reserve balances and to analyze available funds for future projects. This is a living document and only meant to be a "guiding plan". As each project or purchase is made, it must be brought to the City Council for discussion and approval. Only the 2011 expenditures will be included in the 2011 Operating Budget.
