SUBJECT: Gateway Sign Project& the Capital Improvement Plan
Action Request
Provide direction on including the gateway sign project in the Capital Improvement Plan. If

Background
The City has been contemplating installing one or more gateway signs at entrypoints to the City

for a number of years. This project was added to the Economic Development Commission's
(EDC) work plan in late 2008, and they subsequently reviewed design concepts and identified
potential gateway sign locations (Attachment A). During the EDC review, the opportunity to

partner with the Arden Plaza redevelopment to construct a gateway � rn sign at the southwest comer
of Lexington Avenue and County Road E was proposed.
Arden Plaza agreed to construct a base for the sign as a part of their project,redevelopment 'ect and

the City agreed to supply the sign face. Since Arden Plaza was paying for the sign base, it
allowed the City to consider a more substantial sign face than had been discussed by the EDC
(Attachment B-1). Furthermore, installing a sign along County Road E was a recommendation
from the Guiding Plan for the B2 District. Based on the design P P Y prepared b the EDC with
assistance from Derrek Hames, the estimated cost of the gateway sign in fall 2009 was $24 050

with the City paying $10,400 for the sign face and Arden Plaza paying $13,650 for the sign base.
Arden Plaza had anticipated starting the redevelopment in fall 2009; however, the project and
gateway sign base have been put on hold.
With the Arden Plaza redevelopment on hold and no new timeline for redevelopment, the EDC
discussed alternative ideas to implement the gateway sign project at their March 2010 meeting.
The EDC prepared a simplified design for a gateway sign and recommended the City purchase
two signs for an estimated cost of $10,500 (Attachment B-2). One sign would have been

installed at the southwest corner of Lexington Avenue and County Road E. The second sign
would have been installed at the southeast corner of Highway 96 and County Road E. The City
Council reviewed the EDC's recommendation at their April 12, 2010, meeting, but the gateway
sign proposal was not approved. At the end of the meeting, the Council requested that this item
be brought to a worksession to discuss the status of the project and design options. Since this
project is included in the Capital Improvement Plan (CIP), it has been added to this worksession
for discussion.
Gateway Sign Design Concepts
To help facilitate the discussion, a number of the sign designs that have been looked at over the
years are included in Attachment B-1 to B-5.
• Attachment B-1 (two pages) — the gateway sign design for the Arden Plaza
redevelopment. The total estimated cost in 2009 was $24,050 with the City paying
$10,400 for the sign face and Arden Plaza paying $13,650 for the sign base.
• Attachment B-2 — the design recommended by the EDC in April 2010. The quoted cost
was $5,250 per sign.
• Attachment B-3 — Mr. Hames prepared this design in 2005. The design used the
remaining kasota stone from the City Hall construction and included lighting. He
recalled the price being in the neighborhood of$20,000.
• Attachment B-4 — A design based on a concept prepared by Mr. Hames. No cost
information was available.
• Attachment B-5 — A variation of the Arden Plaza gateway sign that does not include the
stone base. As noted on the design,the estimated cost was $12,360.
During a recent conversation with Mr. Hames, he indicated that any sign that includes stone is
going to be in the $20,000 range at a minimum.
Capital Improvement Plan
The 2010 capital improvement plan (CIP) included $10,000 for the construction of one or more
gateway signs in each year through 2013, which is funded by the EDA General Fund. The EDA
General Fund is primarily funded through a transfer from the General Fund. For discussion
purposes, $10,000 for one or more gateway signs remains in years 2011, 2012, and 2013 of the
CIP.
