SPECIAL CITY COUNCIL MEETING
MAY 179 2010
5:00 P.M. -ARDEN HILLS PUBLIC WORKS FACILITY
CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor Pro-Tem Fran Holmes called to order the
special City Council meeting at 5:02 p.m.
Present: Mayor Stan Harpstead (arrived at 5:05 p.m.) Council Members David
Grant, Brenda Holden, Fran Holmes and David McClung (arrived at 5:05
P.M.)
Absent: None
Also present: City Administrator, Patrick Klaers; Finance Director, Susan Iverson;
Recreation Manager, Michelle Olson; and Civil Engineer, Kristine Giga
PLEDGE OF ALLEGIANCE
APPROVAL OF AGENDA
MOTION: Mayor Pro-Tem Holmes moved and Councilmember Grant seconded a
motion to approve the meetin a enda as presented. The motion carried
unanimously(3-0).
UNFINISHED BUSINESS
A. Sanitary Sewer Repair—Venus Avenue Easement
Civil Engineer Giga presented the Council with information on the sanitary sewer repair that is
located in the easement off of Venus Avenue. Quotes were received from three contractors with
the low bid provided by American Liberty Construction, which is the same contractor working on
the Elmer L. Andersen trail.
Civil Engineer Giga indicated the first option to construct the sanitary sewer in place and
clearing the cottonwood trees above it would cost $4,700. The second option to realign the

sanitary sewer to avoid the cottonwood trees and construct two manholes around them would cost
$900.

Councilmember Grant asked how the contractor has been performing on the Elmer L. Andersen -
trail.
Civil Engineer Giga felt the contractor was good to work with and has been doing a nice job on
the trail. All the proper erosion control was in place and all the necessary paperwork has been
given to staff.
Councilmember Grant questioned if the contractor's bid included the tree removal as the bid
came in quite a bit lower than the two other bids.
Civil Engineer Giga stated the tree removal was explained in detail and she was very pleased
with the quote. The City would see a big savings as the contractor was already there on site.
Mayor Harpstead asked when the work would be completed.
Civil Engineer Giga indicated the work was to be finished before the trail is paved.
Councilmember Holden stated she was in favor of removing the cottonwood trees. She -
suggested spending$1,000 on additional trees to be planted in this area.
Councilmember McClung agreed to support the tree removal and would be in favor of
supplemental plantings to assist in re-growing this area.
Councilmember Grant indicated there were a number of cottonwood trees in this area and only a
few would be removed. He was in favor of removing the trees.
MOTION: Councilmember Grant moved and Councilmember Holden seconded a motion
to approve the construction of a sanitary sewer line in the Venus Avenue
easement with removal of the cottonwood trees at a cost not to exceed $4,700.
Councilmember Holmes stated she was in favor of keeping the trees as they were at the trailhead
and would impact the view. She felt the trees were extremely unique and natural.
The motion carried on a 4—1 vote.

MOTION: Councilmember McClung moved and Mayor Harpstead seconded a motion to
authorize staff to add supplemental plantings after the sewer work was
complete in an amount not to exceed $1,500 as an increment to the annual
bud et.

Mayor Harpstead indicated he would like the forester and City staff to decide what was best for the area.
Councilmember Holden noted this was an unbudgeted amount and felt $1,500 was too much.
Finance Director Iverson stated funds could be taken out of the sanitary sewer budget to cover
the replacement of the trees.
AMENDMENT: Councilmember McClunLy moved and Mayor Harpstead seconded an
amendment to the motion to have the funds come from the sanitary
sewer fund.
Councilmember Grant asked if staff would be bringing a landscaping plan back to Council
before the trees or shrubs were planted.
Civil Engineer Giga indicated this information could be brought back to Council through the
Admin Update. She stated a notice would be sent to surrounding homeowners explaining why the
trees had to be removed and that the Council has authorized additional plantings. -
The motion as amended carried unanimously (5-0).
B. Public Works Director Job Description
Finance Director Iverson stated at the May 1 Oth meeting the Council authorized staff to advertise
for the Public Works Director position. She reviewed the job description with revisions from the
Personnel Committee. This information would be posted on the City's website and sent out to
those requesting information.
Councilmember McClung asked staff to review the main changes to the language.
City Administrator Klaers indicated two of the main changes were to the desired qualifications.
The City would find it desirable for the applicants to have a degree in Civil Engineering and to be
registered as a professional engineer in the State of Minnesota.
Councilmember Holden asked when the deadline was to accept applications.
Finance Director Iverson stated this was set to end on June 4th.
MOTION: Councilmember Holden moved and Councilmember Grant seconded a motion
to approve the Public Works Director Job Description. The motion carried
unanimously (5-0).

MOTION: Councilmember Holmes moved and Councilmember Grant seconded a motion
to adjourn. The motion carried unanimously(5-0).
Mayor Harpstead adjourned the Special City Council Meeting at 5:28 p.m.
