Action Request
Provide direction on City involvement in the Minnesota National Guard's proposed Training and
Community Center(TACO)project for the Arden Hills Army Training Site(AHATS)
Background
The approximately 1,500 acre Arden Hills Army Training Site (AHATS) is leased by the
Minnesota National Guard for training purposes from the United States Army(Attachment A).
As part of the National Guard's use of this property, they have prepared a master plan that
includes a number of buildings that would be located primarily to the north and to the west of the
Ramsey County/Arden Hills Joint Public Works Facility(Attachment A). The area within the
master plan is known as a cantonment.
One of the proposed buildings in the cantonment is the Training and Community Center
(TALC). The TACC is essentially an armory that can be modified to include a community
center in partnership with the local community. A National Guard armory has relatively
standard components: a 6,300 square foot gym floor, a 1,300 square foot kitchen, 800 square feet
of fitness space, and approximately 3,480 square feet of classroom space. The classroom space
is typically divided into three approximately 3 5' x 3 5' rooms that include internal dividers to
provide greater flexibility for using the classroom space.
An armory,however, can be expanded and/or upgraded to create a community center for the
local community. The combined facility is the TACO. A TACC does not have a standard design

beyond the typical armory, but it could also include such amenities as a pool, additional
classrooms, expanded gymnasium space, upgraded gymnasium flooring, a larger fitness center,
sports fields, and/or office space. The cities of Cambridge and Faribault recently completed their
joint building with the National Guard(Attachment B). There are also TACC's in Bloomington,
Rosemount, Interview Grove Heights, and Brooklyn Park. The TACC concept has only been
around for about the last 15 years, so most armories were initially built without a local partner.
The TACC construction schedule had been as late as 2016; however, the National Guard was
recently selected for full Federal funding to complete the project. With funding in place,
construction is now anticipated to start in March 2013 with completion scheduled for September
2014. The timeframe is anticipated to be as follows:
• August 2010—National Guard hosts the Planning Programming Document Charrette
(PPDC), which is a workshop to prepare the general design and layout requirements for
the project. The City will be invited to share ideas for the TACO. The dates for the
charrette have not yet been announced.
• June 2011 —Complete 35% design level
• December 2011 —Complete 65%design level
• October 2012—Complete 100% design level
• March 2013 —Begin construction
• September 2014—Complete construction
The base cost of the armory is $18.8 million,which includes $17.1 million for construction and
$1.7 million for design. This price does not include any additions or enhancements to create a
community center.
Community Center
While the National Guard has expressed interest in partnering with Arden Hills to construct the
TACO, the situation in Arden Hills is somewhat unique because the National Guard has access to
Federal funds for 100 percent of the project. A National Guard armory project that receives 100
percent Federal funds can only be built to their standard specifications, which does not include a
community center component or a local partner at the start of the project. Despite the Federal
funding limitations, there are options for the City and National Guard to partner to create a
TACC after initial construction is completed or possibly at the start of construction.
Federally Funded Project
As noted in the above paragraph, a Federally funded project limits the City's ability to be
involved at the start of the project. However, once the project is completed in 2014 and
the National Guard assumes occupancy of the armory from the Federal government, the
National Guard may then partner with the City to create a community center. The

partnership could involve a lease arrangement to use the building, specific room rentals,
or some other agreement. It may also be possible for the City to construct an addition to
the building or construct athletic fields. Since the needs of each community are different,
the National Guard does not have a standard partnership agreement. Please note that the
cost of any additions or enhancement to the armory would likely be the full responsibility
of the City.
If the City identifies the facilities that could be desirable in the future, the National Guard
does have some flexibility in arranging the initial layout of the building and grounds. For
example, if the City knew that additional office space or a new soccer field was needed,
the building could be arranged in such a way to accommodate those uses at a later date.
Jointly Funded Project— City, State, and Federal
As an alternative to utilizing 100 percent Federal funding for the project, the National
Guard may be able to switch to a joint Federal, State, and City funded project. Under a
joint funding scenario, the City would be responsible for 12.5 percent of the base cost of
the armory. The State of Minnesota would pay another 12.5 percent and the Federal
government would pay the remaining 75 percent. With an estimated cost of $18.1
million for the armory, the City's buy in cost for the design and construction of the
armory would be $2,350,000.
The National Guard's window of opportunity to switch from a basic armory that is
completely funded by the Federal government to a joint funding option that includes a
community center is limited. According to the National Guard, they will need to make a
funding source decision by September 30, 2010. This decision will be influenced by the
City's interest and commitment to the project. The National Guard has indicated that a
project with 100 percent federal funding would provide a smoother process for their
project, though they have continued to express support for keeping options open and
partnering with the City in the future.
If the City decides to pursue constructing a jointly funded TACO, the City must be ready
to commit funding for design and make design requests by January 2011. The City's
portion of the design costs for the armory is estimated at $212,500. The City would be
able to withdraw from the project before the 35 percent design phase is complete in the
first half of 2011, though the City would still be responsible for the design costs up to that
point. After the 35 percent design phase, the City would need to be financially
committed to completing construction. Construction costs would need to be committed
in 2013 and are estimated at $2,137,500. Design and construction costs only represent
the basic armory facility and do not include any additions or enhancements. Final design
and construction costs would depend on any enhancements or additions to the basic
armory design.

The local partner is typically responsible the costs of enhancements or additions to the
basic armory facility. Such enhancements may include an upgraded gymnasium floor,
additional classroom space, office space, a pool, upgraded finishes, and any sports fields.
On occasion, the State will share the cost for certain upgrades that directly benefit the
National Guard, such as a larger gymnasium floor.
After construction, the City would become responsible for a portion of the operating and
maintenance costs. The National Guard does not have a standard agreement; therefore,
an agreement would need to be negotiated.
Next Steps
With Federal funding available to construct the armory, the City will need to make a decision on
participating in the initial project by the end of September 2010, which is when the National
Guard anticipates making their decision on the funding source. That does not provide much time
for the City to identify if or what facilities are needed in a community center, particularly if the
City would want an expansion or upgrade of the basic armory building.
If the City waits to partner with the National Guard until after the armory is constructed, that
would provide more time for the City to determine if and what facilities may be needed.
Although the City's ability to customize the building would be reduced and costs may be higher
in the future, the City would still have the opportunity to negotiate for use of the building. The
National Guard has rented space to communities in a number of their armories throughout
Minnesota after construction.
The City has been invited to the August charrette to provide ideas on what the City may want
included in the armory project. Attending the charrette and providing design ideas does not
commit the City to participating in the project. Even if the City does not participate during
construction, the ideas shared at the charrette could influence the design so that future additions
are more easily accommodated.
