HomeMy WebLinkAbout2F, Community Survey HILL� EN S MEMORANDUM DATE: July 19, 2010 Item 2.F TO: Honorable Mayor and City Council Members FROM: Patrick Klaers, City Administrator SUBJECT: Community Survey BackLyround On March 26, 2007 the Council approved the $10,500 base bid from Decision Resources for a community survey. The Council then worked through a few revisions of the survey questions over the next six months. At that point, after the October 15, 2007 Council work session the survey trail goes cold! This topic has been moved from some earlier work session agendas, so it is now time to get some Council feedback and input on the issue. I have found some memos and minutes from 2007 that should help the discussion,but I have not been able to locate the master file for this project. Discussion Attached for our review are the October 15th staff memo the last version of the survey y � y and the Council work session minutes. There is no further mention of the community survey in any City Council minutes after this October 15, 2007 date. The City Administrator left the City around the end of 2007 and it appears that the survey never moved forward and was almost forgotten. According to our records, no payments have been made to Decision Resources. I have not contacted Decision Resources for an update on the status of this project from their perspective. Some of the survey questions from 2007 seem dated but many are still relevant. Staff is looking for Council direction on how they would like to proceed with this unfinished business. MEMORANDUM DATE: October 151) 2007 AGENDA ITEM: ID TO: Mayor and City Council FROM: Michelle Wolfe,City Administrator SUBJECT: Community Survey—Revisions since September Work Session BACKGROUND At the September 17 Work Session, the City Council reviewed an August version of the proposed City Survey (Attachment A). At that time, Council requested a total of 48 revisions (see Attachment B). I forwarded those changes to the consultant, Peter Leatherman at Decision Resources. DISCUSSION Attachment C is a revised version of the survey dated October 2007. Most of the requested changes were made. However, please note at the end of Attachment C, a one-page summary of comments from Mr. Leatherman. In relation to several questions, he wants to advise the City that if the requested change is made, the questloll `Jill not be C,1k.) lsL%i, t vv iL tiielr database. What this means is that we will not be able to make comparisons of our results to those of other cities. Before proceeding with the changes in those cases, we both agreed that we wanted Council to make sure they still wanted to change, knowing such comparisons cannot be made. For a few other questions, he is looking for additional input. We should review this list at the Work Session on Monday night. City Employee Health Insurance Update Consensus reached that Council is in agreement with the City Employee Health Insurance plan_ E. City Survey Final Review Councilmember Holmes discussed the interviews for the communications position. She p - asked whether questions should be added to the survey relative to TCAAP. City Administrator Wolfe replied there is a cost per question over 50 questions. Discussion ensued on the survey questions. Consensus reached to request the Communications Consultant review the questions on TCAAP and provide feedback. _ Consensus reached to delete the sentence between Question 9 and 10. Consensus reached to add Question 22A: "If in favor, what services would you like to see enhanced?" Consensus reached for Questions 31-36, to quantify a dollar amount or range. 4. COUNCIL COMMENTS AND REQUESTS City Administrator Wolfe asked for consensus on the consideration of a staff person or Timesavers to flake meeting minutes at various committees. Mayor Harpstead stated he is in favor of having a staff person take minutes for various committees. Councilmember McClung reported he would not be available for the October 291, 2007 PTRC meeting. Councilmember Holmes reported she is going to New Orleans for the National League of Cities Conference in November. Councilmember Holden asked if Council is allowed to discuss neighborhood businesses relative to the Comprehensive Plan. A lot of people are new to the community or didn't attend the previous event, so it would be difficult for them to respond. We could put together a description of the event and its activities and have there respond to that if desired. • Defining service establishments is difficult in the survey. If we say"such as laundry mats and accountants,"people will answer the question thinking about laundry mats and accountants. We would recommend if you are interested, in following up the question with"what service establishments are needed?" if they answer"too few." • Adding the question"Do you consider living in Arden Mills to be a good value?" needs further explanation. What is the comparison: neighboring communities, communities they previously lived? What is the value: home price, property taxes?
