Back�round The 2010-2014 Arden Hills Capital Improvement Plan (CIP) proposed a new sidewalk and a trail reconstruction along Lexington Avenue in 2010 (see attached map). Both projects work to implement the City's 2030 Comprehensive Plan. A request for quotes was issued for projects to complete plans, specifications, and provide construction monitoring for both projects. The costs for the two projects would be tracked separately, and one project can proceed without the other if needed. Project A: New Sidewalk Const�uction The CIP proposed to construct an approximately 9G0 foot long, eight foot wide concrete sidewalk along the west side of Lexington Avenue from the Canadian Pacific Railroad crossing to the traffic signal at Grey Fox Road. As previously discussed, Inland Properties, the owner of both properties, has agreed to fund up to half the cost of the project via a special assessment pending the results of the final project cost estimate. The City Council approved the special assessment waiver at their June 14, 2010, meeting, and Inland subsequently approved the special assessment waiver. The 2009 cost estimate was approximately $63,000, not including engineering. Inland Properties retains the option to review the estimated construction cost and final bid to determine if they will accept the project. If Inland withdraws from the project, they are not obligated to reimburse the City for expenses. P�oject B: T�ail Reconst�uction The 2010 CIP proposed to reconstruct the existing eight foot wide, 1870 foot long bituminous trail that is located between Cummings Park Drive and County Road F along Lexington Avenue. The trail is in poor condition with significant cracking. The 2009 estimated cost was $50,000, not including engineering. Discussion Proposals were submitted from four firms in the municipal engineering pool: Bolton & Menk, Inc., Kimley-Horn and Associates, Inc., MFRA, In., and WSB and Associates, Inc. This contract will be a not to exceed cost based on actual hours spent on the project, with an optional additional cost to present the study results at a city meeting. The proposal amounts are listed below: Consultant Base Fee Meetin Fee MFRA $ 16,970 $600 WSB Associates $ 18,100 $112/hour Kimle Horn $ 27,329 $500 Boiton & Menk $ 29,996 $127/hour Plans and specifications are being requested for both projects because it may result in cost savings during construction. The costs for projects A and B will be tracked separately, and only those costs associated with project A will be applied to the special assessment. Each project can proceed independently if one of the projects is not selected for construction. July 26 -- The City awards contract for plans, specifications, and construction engineering. 2. Mid-August — Plans and specifications will be completed and the project will be advertised for bids. Inland Properties will have an opportunity to review the design and estimated construction costs. Unce the bids are received, the City will provide Inland Properties with the bid results to determine if the costs are acceptable and they are still willing to participate in the project. 3. September 13 -- Bid results will be presented to the City Council for potential contract award. 4. Upon completion of the project, Inland will reimburse the City for one half the project cost. If Inland chooses to have the cost specially assessed, the special assessment would be repaid over three years. If project B is selected for construction, the review and construction timeline would coincide with project A. Financial Im plications The costs to complete the plans, specifications, and construction monitoring will be paid for out of the Permanent Improvement Revolving Fund (PIR). If Project A, the new Lexington Avenue Trail, moves forward, the City may be reimbursed for up to half the cost related to Project A through the special assessment that the property owner has agreed to. Recommendation Staff recommends contracting with MFR.A, Inc. to prepare final plans and specifications as well as provide construction services to construct a new sidewalk between Grey Fox Road and CP Railroad crossing along Lexington Avenue and to reconstruct the existing trail between Cummings Park Drive and County Road F along Lexington Avenue for an amount not to exceed $16,970.
