Background
The current Community Development Director submitted his resignation with his last day
of employment August 3, 2010. The Personnel Committee met on July 19th and reviewed
the j ob description for the Community Development Director and j ob posting.
Council Action

Community Development Director
Arden Hills, MN (pop. 10,137) is currently seeking applicants for the Director of Community Development
position. The position reports directly to the City Administrator and manages and directs the operations of
planning, zoning, building-code enforcement, and community and economic development functions.
Minimum qualifications include a Bachelors Degree in Public Administration, Business, Planning or a
related field, and 3 to 5 years of progressively responsible experience in local government. Masters degree
and 5+ years experience preferred; supervisory experience is required.
The candidate should have the ability to organize, prioritize, and communicate community and economic
development work plans; and the ability to develop goals, policies, plans and procedures related to
management of the department and projects. The salary range for this position is $72,651 to $90,814
(DOQ) per year along with an excellent benefit package. Qualified candidates may request an application

POSITION DESCRIPTION
Position Title: Community Development Director
Department: Community Development
Reports to: City Administrator
Positions Supervised: City Planner, Building Official, and Building Inspector
Status: Full-Time, Exempt
SUMMARY
The Community Development Director manages and directs all the activities of Planning,
Building Inspections, Code Enforcement, and Community Development. This position
works to identify and develop public-private partnerships to seek out new economic
opportunities for the City and retain the City's existing business and economic assets. This
position provides assistance to the City Administrator in the administration of City services
and assists in the daily operations to the City; assure compliance with City policies, goals
and programs.
ESSENTIAL FUNCTIDNS OF THE POSITION
The Director oversees and coordinates community development activities, providing
technical and administrative assistance to property owners, promoting development and
redevelopment activities, and assists in the marketing of properties within the City. The
Director is also responsible for identifying and managing the elements essential to the
success of all aspects of Economic Development and (re)development projects.
Conducts research, interprets data, and prepares reports and recommendations on issues
and projects as assigned, which may impact the economic vitality of the City.
Ensures developer compliance with Council directives and develapment contracts.
Supervises, plans, and organizes activities in the areas of Planning, Recycling,
Inspections, and Code Enforcement. Supervises and assists the City Planner in
developing, changing and implementing land use plans, regulations, and policies.
Supervises and assists the Building Official and Building Inspector to ensure positive and
effective enforcement of City plans, policies, and ordinances; including monitoring
developer compliance with Council directives and development contracts.
Performs special assignments and projects as assigned by the City Administrator and City
Council.
Provides technical assistance to City departments on projects and activities as directed by
th� City Administrator.
Attends all City Council meetings, Economic Development Commission meetings, and
other meetings as appropriate.
SUPERVISORY RESPONSIBILITIES
Directly supervises the positions of the City Planner, Building Official, and Building
Inspector. Carries out supervisory responsibilities in accordance with the City's policies
and applicable laws. Supervisory responsibilities include planning, assigning and directing
work; evaluating performance, addressing complaints and resolving problems.
Responsibilities also include the ability to effectively recommend recruiting and hiring,
recommend rewarding and disciplining employees, recommend promoting, demoting,
suspending and discharging of employees.
QUALIFICATION REQUIREMENTS
To perform this job successfully, an individual must be able to perform each essential duty

EDUCATION and/or EXPERIENCE
Bachelor's Degree in Planning, Public Administration, Business, Management or a related
field. Master's Degree preferred. Minimum of 3- 5 years of progressively responsible
experience in local government, with a minimum of two (2) years directly involved in
community development. Two years of supervisory experience is required. Five or more
years of experience preferred.
LANGUAGE SKILLS
Ability to anticipate and prepare community development recommendations, prepare
reports and compose correspondence. Ability to represent the City's interests in
negotiations and interactions with developers. Ability to read and interpret documents
such as, policies, regulations, ordinances, codes, contracts, procedure manuals, operating
and maintenance instructions. Excellent word, grammar, punctuation and vocabulary.
Ability to communicate effectively both orally and in writing with supervisors, City staff,
elected officials, other government agencies, and the general public. Ability to establish
and maintain effective working relationships with other employees and the general public.
MATHEMATICAL SKILLS
Ability to make arithmetic computations using whole numbers, fractions and decimals.
Ability to compute rates, ratios, and percentages. Ability to prepare a department budget.
OTHER KNOWLEDGE, SKILLS, AND ABILITIES
• Ability to organize, prioritize, and communicate community development work
plans; develop goals, policies, plans and procedures related to management of the
department and development projects.
• Knowledge of local government functions and practices.
• Knowledge of State Statutes related to planning and economic development.
• Ability to maintain confidentiality.
• Considerable skill in using computer programs including Word, Excel, and Access.
• Ability to operate various types of office equipment.
• Knowledge of clerical and office procedures.
