Background
At the June 14, 2010 City Council Meeting, Joe Mooney was promoted to the Public Works
Superintendent position. Also at this meeting, the City Council approved advertising for an
eighth Public Works Maintenance Worker. The City recently completed the recruitment and
selection process for this vacant position. The City received 123 applications. Twelve
individuals were selected for a first round interview. These interviews were conducted by Joe
Mooney, Michelle Olson and Jeff Frid. Three candidates were selected for a second interview.
The second interviews were conducted by Joe Mooney, Michelle Olson, Terry Maurer and Scott
Freyberger. After completing the interviews, the top candidate was determined to be Thomas
Mikacevich.
Thomas has an AAS degree in Horticulture -- Landscape Technology, currently holds a category
A and E Minnesota Commercial Pesticide Applicator License, and completed a course for
automotive technicians. Thomas currently works for Precision Landscaping ompany, where
he leads a daily crew of two to four employees working on residential properties completing
tasks such as: mowing, horticultural pruning of trees and shrubs, spraying pesticides on sites for
weed control, snow plowing and salting, bobcat operating and performing general truck, plow
and mower repairs and maintenance.
Staff contacted Thomas' current employer and checked references, with positive results. A
successful criminal background check has been completed. His appointment is contingent on a
