SUBJECT: Mn/DOT I-694 Improvement Project- public hearing

Mn/DOT is proposing an improvement project for the interchange of Interstate 694,
Highway 10, Snelling Avenue and Hamline Avenue in Arden Hills. In June, Mn./DOT
submitted a Mn/DOT approved layout to the City, requesting City approval (Municipal
Consent) of the layout. The layout is attached to this packet, as well as existing and
proposed traffic counts, and a close-up of the intersection of County Road F and Hamline
Avenue. A full size copy of the layout is available for viewing at City Hall.
Discussion
At the City Council work session on July 19, 2010, the City Council identified concerns
about the proj ect, as well as additional information that would be needed prior to making
a decision on Municipal Consent. A letter was sent to Mn/DOT, dated July 29, 2010,
which incorporated the City Council's concerns, as well as some of the City's
consultant's (Bolton & Menk's) comments on the layout; a copy is attached. The City of
Shoreview also sent a letter (attached) to Mn/DOT regarding the proposed proj ect layout.
MnIDOT provided a response on August 5, 2010, which is also attached.
Attached is a summary sheet outlining the Municipal Consent process. Following the
public hearing scheduled for August 9, 2010, the City has 90 days, or until November 7,
2� 10, to approve/disapprove the layout. The last regularly scheduled City Council
meeting before this deadline is Monday, October 25, 2010. The City has three options
when voting on Municipal Consent:

■ Approve Municipal Consent with conditions
■ Deny Municipal Consent

and proposed schedule prior to opening the public hearing.

Hold public hearing for the proposed Mn/DOT I-694 Improvement Proj ect. Following
the public hearing, provide staff with direction as to what additional information is
needed for the City Council to make a decision on Municipal Consent at a future Council
meeting.

Dear Mayor Harpstead:
Thank you for not only participating in the process of the development of the layout for the
above mentioned project, but also for the opportunity to address the concerns of the City
prior to the public hearing on August 9, 2010. Addressing the concerns of the City prior to
the hearing should allow for a more effective meeting.
Traffic redistribution
There is concern that removal of access to/from Hamline Ave will add to the existing stress
that exists on the local roadway system, particularly at signalized intersections in the area.
Mn/DOT is in the process of modeling the intersection of Lexington Ave and County Road
F. The preliminary results are showing that the change in access at Hamline Ave is not
degrading the level of service of the intersection of Lexington and County Road F. A more
detailed explanation should be available on Monday August 9, 2010.
The improvements that Mn/DOT will be making to I-694/TH 10/TH 51 will address an
existing safety problem. The existing crash rate for 694 from Lexington Ave to Snelling
Ave is 4.5 with a severity rate of 5.6 (2009 data). The standard crash rate for a freeway
segment is 1.0 and the standard severity rate is 1.2. Mn/DOT estimates that with the
improvements being made to I-694 in the area of TH 10/Snelling Ave, the crash rate and
severity rate should be much more in alignment with the standard rates.

Pedestrian improvements
The City has talked with Mn/DOT regarding pedestrian access throughout the project area.
in addition, the Council did pass a resolution supporting the inclusion of pedestrian safe
infrastructure as a part of the project. Mn/DOT has taken a proactive approach in trying to
address the pedestrian issue in this area. Crossing I-694 on the Hamline/TH 51 bridge
does present situations that are not safe for pedestrians. These situations require
pedestrian to cross traffic headed into two separate entrance loops or crossing a high
speed connection from I-694 to TH 51. In addition to these concerns, a pedestrian trail
that follows TH 51 would require either crossing a RR track at grade, which the RR would
not be in favor of, or crossing under the RR track which would require the reconstruction of
the RR bridge in order to accommodate the addition of a trail under it.
The City would like to participate in the construction of a segment of sidewalk from Floral
Drive to County Road F. Mn/DOT is willing to work with the City on the construction of this
sidewalk as long as no right of way is required as a part of the construction. If right of way
is needed, the process of purchasing the land would cause the project to be delayed. In
this situation, Mn/D4T would have to work with the City in a different way on this
construction. Mn/DOT will work with city staff in designing a sidewalk that will be included
in the construction plans.
The layout does not clearly show any intersection control at the intersection of Hamline
Ave and County Road F. Mn/D4T has been analyzing the appropriate control for this
location. A roundabout, standard signal and a green tee signal were all being evaluated
and a signal will be installed as a part of the construction project. The signal will be shown
on the distribution copy of the layout upon the completion of the municipal consent
process.
As CSAH 76 is slated for a future trail, Mn/D4T has designed the typical section for CSAH
76 to allow for 10' from the end of the slope paving to the back of curb for a sidewalk on
the west side. There is also an 8' shoulder on both sides of the roadway for bicyclists to
use.
Noise
�r� �qu�� C�p����tu�it�y �n�pl�y��
As a part of the Noise Advisory Committee (NAC), Mn/DOT analyzed the noise walls for
the entire project. While some walls were determined to be reasonable (reduce the noise
by a minimum of 5dBA), no walls were determined to be cost effective. The City is
interested in the consideration of a 20' high noise barrier along the north side of the west
bound C/D road. The total cost of this wall is approximately $1,525,000. Mn/DOT is
willing to participate up to $3250 per decibel per benefiting property. This means that the
City could request that Mn/D�T construct this wall. In doing so, Mn/DOT would contribute
approximately $1,050,000 and the City would be required to pay the remaining cost,
approximately $475,000. These costs are based on the most cost effective wall
construction.
Mn/DOT appreciates the City of Arden Hills commitment to reduce congestion on I-694,
TH 96 and the local roadway system within the City of Arden Hills. The improvements
shown on the layout will allow for the traffic in this region to experience improved travel as
well as prepare for a future expansion of mainline I-694 to the east. If you have any
