SUBJECT: TCAAP Reuse and Public Sale Update
General Service Administration (GSA) Update
Mr. Legare stated that the Invitation for Bid (IFB) has been completed and the Army has
submitted their comments back to the GSA regarding the document. It is now being reviewed by
the GSA's legal council. Once the IFB has gone through internal review it will be ready to be
released to the public. Mr. Legare has stated that he would send the IFB to the City for comment
prior to its release to the public. Mr. Legare also indicated that the Terms of Sale within the
IFB were being reviewed by the MPCA; however, the City's contact at the MPCA has been out
of the office for the month of August and the City has not been able to confirm her review. The
final IFB will include the full auction timeline, a minimum bid, and the Army's remediation
requirements. Based on the current timeline for the release of the IFB, the auction is not
anticipated to occur until the end of September at the earliest.
The City received a response letter from Mr. Legare regarding the City's letter dated July 7, 2010
(Attached).
Ramsey County Park and Open Space Requests
Greg Mack is continuing to work with the GSA to obtain an access agreement to the TCAAP site
for further environmental investigation. The County has recently received a license agreement
from the GSA that will allow them to access the proposed transfer properties and undertake their
due diligence to identify the scope of required remediation. The license agreement will go to the
County Board in early September for approval. Once the license agreement is approved the
County will contract with an environmental consultant contract and Minnesota Pollution Control
Agency's Voluntary Investigation and Cleanup (VIC)program. According to Kevin Legare,the
land transfer would not take place until after all required remediation is complete. The
remediation and land transfer does not yet have a specific timeline, but it will not occur before
the current auction process is complete.

This letter is in response to the city of Arden Hiii°s ("City"') letter dated July 7, 2i i u
regarding the City's comments on GSA's proposed terms for the transfer of a portion of the
former Twin cities Army Ammunition Plant (TCAAP). We have maintained a diligent
working relationship with-the City and other stakeholders to ensure a successful sale that
promotes a comprehensive cleanup and reuse that will benefit the city and its neighboring
communities.
As part of our outreach, we have hosted two public meetings where the Government
outlined the sale process for TCAAP. These meetings provided an opportunity for potential
bidders to discuss the entire transaction and environmental condition of the property with
representatives from the city, Army, GSA, Environmental Protection Agency, Minnesota
Pollution Control Agency, MN Department of Transportation and Ramsey county. At these
same meetings, potential bidders were urged to contact the city with regard to zoning and
future land use. Furthermore, the Invitation for Bid (IFB) will contain similar instructions to
bidders.
The final IFB will address the City's comments with regard to cleanup, title transfer, local
land use regulations and short and long term liabilities. The IFB will clearly outline the
special'terms and conditions for the sale and provide the bidders ample time to complete
their due diligence prior to bidding. A copy of the IFB will be shared with you in advance of
the sale. we look forward to a continued collaboration with your team and other interested
parties to achieve the stated goal of a timely and equitable divestiture of TCAAP.
