SUBJECT: Purchase of F-450 Ford One-Ton w/Hoist
Back�round
In the 2010 Capital Improvement Plan (CIP), the Public Works Department budgeted for the
replacement of the 2000 Fleetside pickup one-ton equipped with a 1991 hoist with a F-450 Ford
chassis equipped with a box and hoist. The Fleetside pickup has been used primarily to service
lift stations throughout the City.
The proposed F-450 Ford is capable of all of the same things as the Fleetside pickup although it
is a slightly larger truck with a larger hoist. The Fleetside with hoist that is being replaced is
undersized for the largest pumps (650 lbs and 28 ft. deep). The new hoist is equipped with
central hydraulics, which can be used for adding hydraulic tools such as a post pounder, water
valve wrench and other tools. If equipped with a plow in the future, it could also be an added
vehicle for snow removal.
Minnesota Cooperative Purchasin� Venture (CPV)
The City of Arden Hills currently maintains a free membership in the Minnesota Cooperative
Purchasing Venture Program. This allows the City to participate in State specifications and bid
prices, resulting in the City of Arden Hills paying the same amount for a single piece of
equipment as the State does for numerous pieces.
Midway Ford is the vendor with the State contract for the F-450 chassis. Truck Utilities, Inc. has
the state contract for the truck box and hoist. Pricing comes directly from the State contract.

The cost of the F-450 Ford chassis including sales tax and license is $32,150.66. The cost of the
box, including all installation and sales tax is $8,960.40 and the hoist cost including installation
and sales tax is $31,663 .86. The total cost of the fully equipped vehicle including all sales taxes
and license is $72,774.92,
The 2010 CIP included $66,400 for the purchase of the entire vehicle from the Equipment
Replacement Fund. Staff attached a photo (we apologizes for the blurriness) of a similar style
truck.
Staff has looked at downsizing the chassis and/or hoist to bring the total cost back within the CIP
budgeted amount but feel this is the smallest hoist that will adequately perform the necessary
work tasks. Given the size of the hoist and the largest/deepest lift this is the size chassis on
which it should be mounted. Staff then looked at our last purchase contained in the 2010 CIP
which is $50,000 for a generator to be permanently located at lift station #8. Staff feels
confident from preliminary estimates that we will be able to under run that CIP itern by an
amount equal to or greater than the amount this truck w/hoist purchase is over the CIP estimate.
Vehicle Sale
The 2010 CIP anticipated the sale of the 2000 Fleetside pickup when the new vehicle was
purchased. However, with the current ongoing sump pump inspection program and summer
interns, the Public Works Department has found itself short of vehicles at times during the 2010
summer. Staff would recommend maintaining the 2000 Fleetside pickup in the current fleet, to
be utilized for transportation by either the sump pump inspector or summer interns through at
least the 2011 summer season.

Staff recommends a motion to authorize the purchase of a new 2010 F-450 Ford Chassis, box
and hoist in the amount not to exceed $72,774.92.
