"-Ott EN HILLS CITY OF ARDEN HILLS PARKS, TRAILS AND RECREATION COMMITTEE MEETING TUESDAY,June 15,2010 6:30 PM ARDEN HILLS CITY HALL CALL MEETING TO ORDER Park and Recreation Manager Olson called the June 15, 2010, meeting of the Parks, Trails and Recreation Committee to order at 6:41 p.m. MEMBERS PRESENT: Committee Members Cindy Garretson,Nancy O'Malley, Harold Petersen, Steve Scott, and Rich Straumann. OTHERS PRESENT: Park and Recreation Manager Michelle Olson and Charles Kachel. MEMBERS NOT PRESENVEXCUSED: Chair John Peck, Council Liaison David Grant, and Committee Member Jody Hilgers 1. APPROVAL OF AGENDA MOTION: Committee Member Straumann motioned to approve the agenda as amended. Committee Member O'Malley seconded the motion. The motion carried unanimously. 2. APPROVAL OF MINUTES—May 18,2010 MOTION: Committee Member Petersen motioned to approve the May 18, 2010 minutes as amended, seconded by Committee Member O'Malley. The motion carried unanimously. 3. UNFINISHED BUSINESS A. Elmer L. Andersen Memorial Trail Shmne Ms. Olson presented the models that Mr. Hames designed for the Elmer L. Andersen Trail. She indicated the models are complete as is except for the change in wording to read, "Ramsey County and Arden Hills have worked together," and a minor change that the Elmer L. Andersen family made at the last minute. The models were presented to Council Monday evening and Council was pleased with the design and approved 4-0. Ms. Olson indicated she will be putting together an invoice for Ramsey County for the grant money and then will start on the process of getting this produced. Ms. Olson stated that the Elmer L. Andersen family has expressed interest in being involved in a dedication ceremony. Ms. Olson indicated she was thinking about havingthe ceremony this fall and possibly as part of the Celebrating Arden Hills Event. She indicated the four signs would be placed at three different sites: Glenpaul and Cleveland, which is the main entry to the Elmer L. Andersen trail; County Road E and Indian Place, which is the end Parks,Trails&Recreation Committee Meeting Minutes June 15,2010 Page 2 of the trail; and at the entrance to the Tony Schmidt Regional Park underpass trail. Ms. Olson mentioned that currently there is no money in the budget for lighting but that this could be budgeted for at some point in the future. B. 694/Hwy 51 Resolution Update Ms. Olson informed that she did prepare a resolution of support for 694/Hwy 51 per PTRC's recommendation. She indicated that Council was in support of and did pass the resolution. Ms. Olson mentioned that she did write a letter to Ramsey County attaching the resolution and encouraged them to do some kind of support letter or resolution as well. She will also be sending this to Mn/DOT this week. Ms. Olson asked Committee Member Straumann to give an update on what Ramsey County had discussed at their meeting. Committee Member Straumann reported he did provide an informational packet that included trail maps for the Active Living Ramsey County meeting.. He indicated that at the commission there was a consensus all were supportive of communities connecting to the regional trails and that Greg Mack would be submitting a letter to that affect. Committee Member Straumann indicated the project engineer that is working on this project and the Hwy 10 and 96 project, had mentioned there might be some money to do g Y the bridge over 35W. Discussion ensued regarding the e bridge and the interchange g between 694 and Hamline. Ms. Olson stated that no plans had been finalized because Mn/DOT will need municipal consent. C. Project Updates 1. Elmer L.Andersen Memorial Trail Connections/Safe Routes to School: Ms. Olson gave an update on the Elmer L. Andersen Memorial Trail Connections trail. She hopes this will be completed by the end of June or mid-July. Ms. Olson mentioned that in the fall she plans on working with the school to do a rand opening g p g of the trail and also coordinate a "Walk to School Day" where the students are dropped off at Perry Park, or at another location, and then can walk the trail to school Committee Member Scott asked Ms. Olson if they had discussed the speed limit while writing this grant. Ms. Olson indicated this is something that would be difficult to change and often if it speed limits are challenged, they go up Y because the take an average of the speeds that people are driving. She indicated they did discuss the school zoning but decided the most effective way to deal with speed would be with the speed monitoring signs. Ms. Olson hopes the trail will encourage students to walk or bike and will keep the students off of E2. 2. Lexington Avenue Extension/Resurface: Ms. Olson provided an update on the Lexington Avenue extension. She indicated they had approved an agreement for a special assessment waiver wherebythe City Y would assess Shannon Square and Cub, if they agree to 50 percent of the cost to extend the trail from Arden Hall (old Holiday Inn) to Grey Fox Road, and they in turn would agree not to appeal. She stated the next step is to et quotes for engineering g q g g Parks,Trails&Recreation Committee Meeting Minutes June 15,2010 Page 3 services and if Inland is in agreement with the quotes, then it can be brought to Council for review and if they authorize it can then go out for bid. She informed that the trail from Cummings Park Drive to County Road F is in the CIP to be replaced and will be included in the bid because it is along the same stretch of roadway and will probably provide some cost savings. 3. CP Rail Pedestrian Pathway: Ms. Olson informed that they are advertising for bids at this time and the deadline is - set for July 7, 2010. She stated the estimate came in at around $370,000 and the Council may use state aid for this. She indicated the railroad did make some changes to the plan which did add some additional cost. After the CP rail is completed, they will try to find some funding for extending the trail on either side. 4. County Road E Bridge: Ms. Olson informed the Committee that while the City was not successful in obtaining funding for the County Road E bridge, she indicated that Mn/DOT is now looking at replacement of the bridge or a redeck which would include pedestrian improvements on one or both sides of the bridge. She is hoping that they can get Mn/DOT to do improvements on both sides since that is what the County would like. Ms. Olson stated that Mn/DOT has put this in their 2015 Bridge Maintenance Plan Program and that the City needs to continue to show their support and the importance of the bridge replacement. The City and Ramsey County both have preliminarily stated that they may be interested in advance constructing that bridge. This would mean the City and Ramsey County would each pay 50 percent to advance construct in 2013 and then would get reimbursed by Mn/DOT in 2015. D. Hazelnut Park Property Lease/Purchase Ms. Olson reviewed that earlier in the year they had talked about Hazelnut Park and how the church was interested in selling a portion of their property. Ms. Olson provided a map and pointed out the land the church owns includes the Hazelnut Park soccer field the entire area in front of the picnic shelter and the parking lot. She feels that they could go without the soccer field but that the 20,000 sq. ft., which includes the entry to the park, is essential. She reviewed that the group did make a motion indicating they felt it was important for the Council to at least pursue leasing or buying this property and FPAC took a look at this and recommended that the City try to buy Parcel A and C. Since they have not received any dollar figures from the church, assessed land values were used and so for A and C it would be $160,000 taxable land value. Ms. Olson indicated she is not sure if the church would even consider selling A and C without B. Committee Member Straumann asked if Council needed a recommendation from the Committee. Ms. Olson stated the recommendation from PTRC earlier in the year was encouraging g g Council to pursue either lease to own or purchase of the property. The church will be meeting with the City at a future work session and staff will keep the Committee informed. Parks,Trails&Recreation Committee Meeting Minutes June 15,2010 Page 4 E. Other Unfinished Business Committee Member Straumann asked whether the high-efficiency lighting for Freeway had been dropped? Ms. Olson indicated it had been dropped because the grant they were looking required that you show a certain amount of savings within an allotted amount of time and they could not meet that threshold since they were not getting the cost savings on labor. Because they were not eligible for the grant they decided not to go ahead with the lighting. Discussion ensued regarding the parks and possibly putting a notation in the Arden Hills Notes so residents are made aware that there is some poison ivy in the parks. 4. NEW BUSINESS A. Parks Maintenance Management Plan Ms. Olson indicated that in order to keep the parks properly irrigated, fertilized and weeded, it was decided that a park maintenance plan was required. She has placed the parks into four levels depending upon use,with Level 1 being most used. Some other items she has on the schedule include mulching, play structure replacement, and hard court resurfacing. Ms. Olson indicated Council reviewed the maintenance plan and suggested adding maintenance of park signs and lighting. The idea behind the plan is to keep the parks looking better than they have in the past. Ms. Olson indicated that garden maintenance is a problem because the City have 32 gardens that all have perennials which require a lot of weeding. She mentioned they started thinning out the plants in the gardens and are making rows and will be start a spraying program. B. 2011 CIP Preliminary Discussion Ms. Olson reviewed the 2011 preliminary CIP projects. She does not have plans to add many items for the coming year except that County Road E will stay on the list even though that will not take place until 2013. She indicated that there will still be a Park Bench Implementation and there is $5,000 in the budget for benches this year which amounts to approximately 8 benches. This will also remain on the CIP for four total years. Ms. Olson indicated court maintenance will remain on the CIP since $15,000 is alloted every year for both trail maintenance and hard court rehabilitation. Ms. Olson mentioned that the hydrologist's report regarding Valentine Park will be further discussed at the next Council meeting and reported that there currently is $50,000 in the budget for improvements to the park. Ms. Olson gave an update on the State Farm Company Foundation Good Neighbor Program that Don Messerly had applied for. State Farm had turned down the grant Parks,Trails&Recreation Committee Meeting Minutes June 15,2010 Page 5 because they did not receive information which had been requested. This was due to Ms. Olson not receiving the request since the envelope was addressed to a former Public Works Director and possibly thrown away. Ms. Olson appealed State Farm's decision and they have sent a letter stating they are reconsidering and hopefully the City will receive the grant money. 5. REPORTS A. City Council Report& Public Works/Parks & Recreation Report Ms. Olson informed that they received 25 applications for the Public Works Director position and approximately half of the applicants have Civil Engineering experience. T Phone interviews will be held this week and then the Personnel Committee will be do in- person interviews. They hope to have someone onboard by mid to end July. She stated the goal is to fill some of the engineering gap by having a Civil Engineer/Public Works Director. Ms. Olson announced that Joe Mooney, who has been the acting foreman since Jim Perron retired, has been appointed as superintendent of the Public Works Department. Also,they have placed an ad for an additional maintenance worker position. Ms. Olson indicated that the bids for the CP rail project have to be submitted by July 7, 2010, and could be under construction as early as August and completed by November. Ms. Olson informed that she and Chair Peck had met with Bruce Kunkel to see if Bethel would be interested in contributing towards the CP rail project and at that point he had indicated they had significant budget cuts and would not be able to commit financially but that he may be able to get some grant money the city could not. Ms. Olson does not feel this will help with the CP rail project itself since it is already at the bidding stage but it may help with some connecting trails. She has not touched base with Mr. Kunkel recently, but he did indicate he had authorization to have the grant writer look at opportunities. 6. NEXT MEETING A. PRPOSED LAND EXCHANGE-NORTH KOHLMAN MARSH OPEN SPACE Mr. Mack explained that the Ramsey County Home Rule Charter includes a no net loss of parkland provision. Under this provision, parkland cannot be converted to another use unless it is replaced by, at a minimum, with an equal size and valued parcel that contributes positively to the Parks and Recreation System. Exchanges of parkland through the Home Rule Charter require public hearings and review through the prescribed ordinance process. Mr. Wehrle presented a proposal for the Gervais Woods Subdivision located in the cities of Little Canada and Maplewood. In order to accommodate stormwater treatment needs, the developer, with the support of the cities of Little Canada and Maplewood, have requested that Ramsey County consider a property exchange. To comply with the Home Rule Charter, the developer has offered to exchange a 27,924 square foot parcel of land fora 13,020 square foot parcel located within the North Kohlman Marsh Open Space. The parcel proposed for transfer is of similar character and approximately double the size. Review by the Ramsey County Assessor found that the square foot value of the property contained in each parcel is comparable so the value of the parcel Ramsey County would receive is approximately double that of the parcel that would be i exchanged. A step in the County's process for reviewing proposed parkland conversions is for the Parks and Recreation Commission to review the proposal and make a recommendation to the Ramsey County Board of Commissioners. Following discussion of the proposed land exchange utilizing a series of maps, Mr. Jenni moved, seconded by Ms. Falkowski, that the Parks and Recreation Commission recommend approval of the North Kohlman Marsh Open Space land exchange for the proposed Gervais Woods Subdivision. Motion carried. REVIEW OF PRELIMINARY CONCEPT PLANS FOR THE PHALEN-KELLER REGIONAL PARK MASTER PLAN Mr. Wehrle explained that the Minnesota Legislature had appropriated funds to the city of St. Paul and Ramsey County for updating the Master Plan for the Phalen-Keller Regional Park. The City of St. Paul Parks and Recreation Department has the lead role in the master plan preparation process. A task force was assembled including a representative from the Ramsey County Parks and Recreation Commission. The task force has met several times to review current developments within the Phalen-Keller Regional Park and discussed potential improvements for future consideration. Mr. Wehrle reviewed in detail the proposed concept elements for the Keller portion of the regional park. The proposed concept reinforces development plans contemplated in the Ramsey County System Plan with an emphasis on improving trial connectivity throughout the site. In addition, there is a strong interest in improving the fishing access in the Spoon Lake area and redevelopment of Highway 61 from County Road B to Wheelock Parkway as a parkway that incorporates traffic calming, landscaping and trail improvements. A public meeting to receive comments on the master plan concepts is scheduled for May 6, 2010 at 5:30 p.m. at the Phalen Park Shelter. The Ramsey County Parks and Recreation Commission members were encouraged to attend a public meeting to comment on the proposed concepts. GOLDEN SHOVEL EVENT AT TAMARACK NATURE CENTER Mr. Mack reminded Commission members of the event scheduled for April 17, 2010 at 11:00 a.m. at the Tamarack Nature Center. DIRECTOR'S REPORT • Mr. Mack briefed the Commission on discussions with the City of Maplewood regarding future acquisitions at Fish Creek Protection Open Space and potentially Beaver Lake County Park. • Commission members were invited to participate in the Legacy Amendment Public Meeting scheduled for May 11, 2010, 6:30—9:00 p.m. at the Como Visitor's Center to discuss the 10 and 25-year plans for regional and state parks and trails. The Commission meeting scheduled for May 12, 2010 will be cancelled in order to accommodate Commission members' attendance at the Legacy Meeting.
