Development Director Search, and Sheriffs Services Annual Contract
Review
Emergency Management Discussion:
I would like to discuss with the Council the idea of contracting out for Emergency
Management Director services. This approach may be the one that best meets our needs
and matches our available resources. Some neighboring communities take this contracted
services approach. I have met with three individuals and I am ready to recommend
obtaining a proposal from Lance Ross. Mr. Ross owns and manages Emergency
Preparedness Resource Group LLC. Attached is some information on this group.
Community Development Director:
I would like to update the Council on the status of the search for the Community
Development Director. I want to schedule a worksession for September 27, 2010 at
6:00 p.m. to meet the recommended candidate. An alternative would be for two Council
members to meet with the candidate for 1/2 hour and then another two meet with the
candidate. This may allow for better conversations and discussions. Assuming all goes
well, the appointment will be on the September 27th regular meeting agenda.
Police Services:
The Ramsey County Sheriffs department provides the local police services in Arden
Hills. Annual feedback to the department is provided by members of the Contracted
Cities Group. Attached is the review from last year and the form for this year. Council
discussion and feedback is appreciated.

2009 Ramsey County Sheriff Annual Review
1. What do you think went well in 2009? (List significant accomplishments,
planned and unplanned.)
• Response to calls for service by the patrol deputies. AH
• Saturation patrol events coordinated with multiple jurisdictions. AH
• George Altendorfer, Mike Salter and the rest of the management team
continue to provide consistent, effective experience, responsive and
quality leadership to the Department. SV VH WBT
• Crime didn't increase in our community despite the poor economy, and
without adding the additional relief deputy. VH
• Procedure to track contacts (deputy log books). VH
• Crime Prevention Officer John Eastham at apartments. VH
• Deputy Ron Valento's effort at the Five Star Manufactured Homes. VH
• Traffic deputies have made a difference. VH
• The work of the VIP's group and reserves under the leadership of Joe
Paget is awesome and makes the difference between a good and
great department. VH
• Jim Moody always provides quick, reliable service. VH
• Drinking Water Advisory Emergency in White Bear Township — full-
time and volunteer staff and management coordinated by Joe Paget,
and specialists turned out on short notice to lead us through this event
(huge effort, quick response, very effective). WBT
• Conversion from National Night Out to MN Night to Unite went
smoothly. WBT
• Developing 2010 Budget with relatively small increase (1.12% overall).

2. What concerns do you have with the performance of the RCSD in 2009?
What would you like to have accomplished but didn't, and why?
• Lack of visibility of the patrol deputies. AH
• Lack of information regarding the amount of time the patrol deputies
spend in community. AH
• Apprehend sign vandals. SV

• Visibility of Department through media and other non-patrol methods.

performance of RCSD in 2009?
Strengths
• Response to calls for service. AH

• Many different resources to deal with major issues. SV
• Special event coverage through both volunteers and paid staff. SV
• Continued success of Night to Unite and with switch to new program.

• The Sheriff's Department seems to have good working relationships
with the other neighboring departments. VH

4. What suggestions do you have for 2010?
• Assist City in understanding the amount of time spent in Arden Hills vs.
responding in other cities. AH
• Regular communication with the City regarding the use of the speed
trailer. AH
• Eliminate the logs for community oriented visits and focus more on
driving through residential neighborhoods. SV
• Information on overtime costs. VH
• Keep our consistently good leadership team in place. VH
• Watch Heritage Park and Bear Park and speeding near Vadnais
Elementary School closely. VH
• Increase the use of CSO's for lower priority duties that still need
response. WBT
5. What trends and/or observations would you offer for future planning?
• The Lake Johanna Fire Department (LJFD) is going to begin to
respond to a broader range of medical calls that occur between 8:00
a.m. and 5:00 — close coordination between the RCSD and the LJFD.

• CSO type position(s) could be used to perform animal control services
for the contract cities. SV
• Cameras in secluded regional parks. VH
• Continuing difficult budget challenges through 2012. WBT

• A "Highway 96 Corridor Squad". VH
• Continue to strongly support this cooperative service between the
Sheriff's Department and all 7 communities. WBT
