General Service Administration (GSA) Update

September 2. During the conference call Mr.

Legare stated he had met with the Army the previous week to discuss the process for deeding the

property. He indicated that the deal structure of transferring the property in three stages has not
changed. Additionally he stated that the Army was now considering g holdin a sealed bid auction
rather than an online auction.
Mr. Legare stated that he had completed the draft Invitation for Bid IFB and that he was almost
finished getting comments back from all interested parties. He stated that he had submitted a
draft to Carmen Netten of the Attorney Generals Office and had recently spoken oken with her about
her comments regarding the timing for the completion of the Response Action Agreement

(RAA) by the buyer of the property. Mr. Legare indicted that once he had completed

incorporating Ms. Netten�s comments into the document he would forward the draft IFB to the
City for review. He stated that he wanted comments from the City regarding re din statements within

the IFB about the City's land use and zoning regulations regarding the are property. Mr. Le

stated that his goal was to get the City's comments and then make the draft IFB public within the
next two to three weeks. Once the document was public he would look for feedback from
potential bidders regarding the terms of sale. He anticipated that if he did not receive negative

feedback on the terms of sale he would make the draft document final, and that once the
document was final the auction would be held within 45 to 60 days.
Mr. Legare also stated that he had met with Bob Brown at MnDot to discuss parcels of land
adjacent to 3 5 W that will be conveyed to MnDot. The land in question is located outside of the
fence and will not impact the sale of the property to a private bidder. Mr. Legare stated that his

discussion with MnDot went well and they are on board with the land transfer.

Ramsey County Park and Open Space Requests
During the conference call Mr. Legare indicated that the license agreement had been completed
by the Army and sent to the County; however, according to Greg Mack the Army has requested
to reevaluate the access to the northern most parcel of land to be transferred to the County. The
license agreement will allow the County to access the property and begin the process of working
with the MPCA to complete the Voluntary Investigation and Cleanup (VIC)program. The
County is waiting for a revised agreement from the GSA. Once the license agreement is
approved the County will contract with an environmental consultant to begin the process of
completing a RAA and then a Response Action Plan(RAP)through the VIC program. Once the --
extent of required remediation is known,the County and the Army will negotiate on the cleanup
itself. According to Kevin Legare,the land transfer would not take place until after all required
remediation is complete. The remediation and land transfer does not yet have a specific timeline,
but it will likely not occur before the current auction process is complete.
