Back�round
In April 2010, Jean Buckley from the St. Paul-Ramsey County Department of Public
Health met with City staff to encourage the City of Arden Hills to begin a recycling
program within our Parks. The City has researched the possibility of offering recycling in
the past within our parks. However, the collection of the recycling, maintenance involved
in the collection and cost of the recycling bins were factors in the decision to not offer
recycling. In en effort to encourage recycling, Ramsey County met with all Cities in the
County to discuss a new program they were sponsoring, "Be Active, Be Green, Recycling
Container Proj ect. The recycling container proj ect would provide containers to all Cities
for their park system. Ramsey County asked each City to identify the number of
containers they would need to start a recycling program for their parks and to research and
facilitate a plan for recycling. The Parks and Recreation Manager and Public Works
Superintendent researched recycling collection possibilities and also, the appropriate
number of bins to utilize for each park.
Staff researched utilizing Eureka Recycling to pick up recycling at all City parks.
However, they currently do not offer pickup for parks and trails. Our Public Works staff
pick up garbage from all of the parks and utilize a dumpster from Allied Waste at Perry
Park. Staff researched adding an additional dumpster from Allied Waste for recycling.
The cost for the additional dumpster is $25.00 with two scheduled pickups per month. The
Public Works staff could collect the recycling at the same time as the gaxbage. The
recycling containers will be locked and will have recycling bags. The collection should be
fairly quick and all recycling would be dumped into the dumpster at Perry Park.
In May 2010, Ramsey County sent an application to all interested Cities for the Recycling
Container Proj ect. This letter of interest asked the Cities to order the number of containers
they were interested in, asked that the City indicate that they have a plan in place to utilize
these containers and asked if the City was able to empty and recycle commingled items by
either using municipal staff or contract hauler/recycler? Staff ordered 28 recycling bins for

our parks. Each park will receive at least one container and the larger parks such as Perry
Park, Cummings Park and Hazelnut Park will receive multiple containers.
In August, the Ramsey County Board of Commissioners approved the purchase of
recycling bins to support public space recycling. The program will be phased in over three
years with the first year focusing on park and recreation area recycling. The County
agrees to purchase these bins, provided the municipalities agree to certain conditions for a
five-year period. The requirements to be included in this program are that each
municipality must submit a written plan for the placement of the container bins and
servicing them, a Resolution in support of the plan and a signed agreement. �nce these
items have been submitted, the County expects shipment in approximately six weeks.
Bud�et
The $300 additional expense will be taken from the Parks Maintenance Budget.
Recommendation
Staff recommends a motion to approve Resolution No. 2010-045: Supporting the City's
participation in the "Be Active! Be Green! Recycling Container Project" Grant Program.

A RESULUTI4N SUPPORTING THE CITY' S PARTICIPATION IN THE "BE
ACTIVE! BE GREEN! RECYCLING CONTAINER PROJECT" GRANT PROGRAM
WHEREAS, the Ramsey County Board of Commissioners supports efforts to expand
opportunities for people to recycle away from home and wish to respond to the public's interest
in recycling in public spaces;
WHEREAS, funding is set aside to be used for the purchase of bins to be used in public spaces
including parks and public gathering places, and the County Board has kicked off a three year
program called "Be Active! Be Green! Recycling Container Project" beginning in 201 � that will
provide recycling containers to municipalities/townships to use in public spaces at no cost to the
City/ToWnships;
WHEREAS, The City of Arden Hills supports the efforts to create more opportunities for people
to recycle while away from home;
NOW, THEREF4RE, BE IT RESULVED that the City of Arden Hills agrees to enter into an
agreement with Ramsey County to place recycling bins purchased by the County next to trash
bins in locations that are accessible to the public such as in parks, along trails or �ther areas that
are currently serviced by the City;
NOW, THEREFORE, BE IT FURTHER RESULVED that the City of Arden Hills also
agrees to service and maintain the recycling bins, insure recyclables are handled appropriately
and delivered to a market, and promote the use of the bins through City communication methods
over the next five years.

The City of Arden Hills Recycling Plan for
Be Active! Be Green! Recycling Container Project Grant Agreement
The City of Arden Hills requests bins to be delivered to our Public Works building,
located at 143 5 Paul Kirkwold Drive.
Location and use of bins:
Our plan is to place 28 Bedford Recycling bins next to trash receptacles in all fourteen of
our parks. Below is a list of those parks:

Service of bins:
City Public Works employees will empty the recycling bins when they are full. Bins
will be checked twice a week in the summer and once a week in the winter. Staff will
take the bags of recyclables to Perry Park and place them in the recycling dumpster
provided by the City Garbage Contractor.
Promotion of bins:
Information about the availability of recycling bins in our parks will be included in the
park user agreement for reservations of park shelter and fields. Information will be
distributed to teams using City fields and will also be included on the City website and
promoted through the City Parks and Recreation Guide and City newsletter each year.
