Back�round/Discussion
The City's Public Works and Engineering staff have initiated preliminary investigations
for various roadway improvement alternatives for Snelling Avenue, from Trunk Highway
51 to County Road E. To assist City staff with this proj ect, a scope of work was prepared
for completing the data collection (topographic survey), mapping the existing condition
features, analyzing the existing bridge, and providing a bridge improvement
recommendation. City staff reviewed proposals submitted by firms in its municipal
engineering pool as well as selected surveying companies and we axe recorrimending
Kimley-Horn and Associates, Inc. for this work.
Proposals were submitted by the following firms. This contract will be a not to exceed
cost based on actual hours spent on the proj ect. The proposal amounts are listed below:

City staff separated the scope of work into surveying services and bridge services and
allowed the various consultants to submit proposals for the work that they wish to
perform. City staff evaluated each proposal independently and recommends Kimley-Horn
for both the surveying and bridge services work.

Kimley-Horn is experienced in municipal street reconstruction proj ects, Minnesota State
Aid design standards, bridge evaluation and design, storm water management, and
underground utility design. Kimley-Horn has also recently been working with the City on
the Elmer L. Anderson Memorial Trail Connections Proj ect and the County Road E
Bridge Improvements. City staff has had a positive experience with this firm and feels the
proposal that has been submitted best meets the intent of the proj ect and the City's needs.
Financial Implications
Engineering services will be paid for from the PIR Fund and Enterprise funds; these fees
will be incorporated into the total proj ect cost that will be assessed back to property
owners and potentially funded by State Aid dollars. The breakdown of proj ect fees is
attached in the proposal submitted by Kimley-Horn & Associates, Inc.
A total of $80,000 was included in the 2010 CIP for the completion of the scoping
document analyzing alternatives and the subsequent feasibility study. Approximately
60% of the budget is anticipated to be spent on the scoping document including
geotechnical investigation, Kimley-Horn services, and the City of Roseville engineering
staff. The remaining budget will be reserved for preparation of the feasibility study once
an alternative is chosen.

Request for Quote: Old Snelling Avenue Improvements
The City of Arden Hills is seeking quotes for engineering services to assist the City in preparing a
preliminary proj ect report for the improvements to Old Snelling Avenue, from County Road E to TH S 1.
Please refer to the attached location map. In order to prepare the proj ect report, the City would like the
consultant(s) to conduct a topographic survey, create a base map, prepare a design recommendation and
cost estimate for a culvert/bridge structure, and provide general engineering services on an as-needed
basis to assist the City with the report preparation. Construction for this improvement project could start
as early as 2012.
This RFQ is divided into the following separate Schedules for professional services:
I. Schedule 1— Topographic Survey & Base Mapping Services
II. Schedule 2— Engineering Services
You may submit an RFQ to the City for one or both of the Schedules listed above. The City will consider
awarding the described work in Schedule 1 and Schedule 2 separately, to the most qualified consultant or
consultants.
GENERAL PROJECT SCOPE
The Arden Hills City Council has identified the referenced segment of Old Snelling Avenue as a State
Aid roadway that is in need of improvement. The City Council has authorized Staff to investigate various
reconstruction/resurfacing alternatives for the roadway and provide a report to the City Council that
describes the alternatives, associated costs, and financing. This segment of Old Snelling Avenue is
approximately 4,300 feet long and lies within a 200-foot right-of-way. The projected 2011 Pavement
Condition Index (PCI) for the roadway is 7.
REQUIRED SERVICES DESCRIPTION
I. Schedule 1— Topo,�aphic Survev d� Base Mappin� Services:
The City will hire a separate consultant for the soil analysis for the proj ect area. The final report will
be distributed, once it is completed. The Consultant should complete a topographic survey for the
Qld Snelling Avenue segment listed above.
1. C4NTROL POINTS
Set up control points on the proj ect. Control points should be placed beyond expected
construction limits so that they can be utilized during construction. Enough control
points should be placed on the proj ect so that if certain control points are vandalized or
otherwise lost, the control can easily be re-established. Control points should be set up
using Ramsey County coordinates. City and County benchmarks should be utilized for
vertical control. A copy of the benchmark information is available in the Public Works
Department.
2. UTILITY L�CATI4N
Call Gopher State to assemble utility information which shall be incorporated on the base
mapping. The selected consultant shall also incorporate City utility as-built drawings into
the base mapping. As-built drawings will be provided to the consultant.
3. CROSS-SECTION DATA
Provide cross-section point data at 50 foot stations, all driveway locations and where the
topography changes between 50 foot stations. At a minimum the cross section data
should extend 10 feet beyond the right-of-way. As necessary due to the topography
changes beyond the right of way, additional shots may be necessary. At driveway
locations the cross sectional data should extend to the garage or driveway termini.
Included in the cross sectional data should be existing street centerline, roadway edges
(top and bottom bituminous curb shots), top and bottom of retaining walls and every
change in grade of the cross section. Enough shots must be taken to provide an accurate
and complete TIN.
4. TOPOGRAPHIC FEATLTRES
Provide shot data for all topographic features including but not limited to trees, treeline,
mailboxes, driveway edges, landscape edges, private and public utility locations, house
corners adj acent to street reconstruction, roadway edges, street signs, property corners,
light poles, flag poles, bridges, water surfaces, and retaining walls. Locate and provide
shot data for all property corners adj acent to the street construction. Provide gutter shot
data for the cul-de-sacs.
5. BASE MAPPING
Utilizing CAD software that is compatible with the latest version of AutoCAD, create the
base map for the proj ect. The base map should be created to show all topographic
features from the field data. Create a TIN model for the proj ect area and create an
AutoCAD layer for contours. The consultant may use their standard linetypes and
symbols. Upon completion of the proj ect, electronic files shall be provided to the City,
along with plot files or other supporting data. In addition, the consultant shall provide 50
scale plan and profile drawings to the City in electronic PDF format.
II. Schedule 2— En�ineerin� Services:
A. Culvert/Bridge Structure Analysis & Recommendation:
At the south end of the proj ect near TH 51 there is an old culvert/bridge structure that spans
approximately 20-feet over a wetlandlwaterway area. It is anticipated that proposed project may
remove this structure and reconstruct a new structure that meets State Aid design requirements for
the roadway. The new structure must have sufficient width to accommodate a State Aid roadway
section as well as an 8-foot wide pedestrian pathway. The following services are desired:
l. ANALYSIS OF EXISTING STRLJCTLTRE
The consultant shall perform necessary inspections and/or evaluate Ramsey County
annual inspection reports to determine and provide the City with an analysis of the
structure's current condition. The City may explore a roadway improvement alternative
by leaving the existing structure in-place depending on the consultant's analysis. In
addition, the consultant shall provide the City with the potential beneiits and drawbacks
for leaving the existing structure in-place.
2. STRUCTURE RECOMMENDATION
The consultant shall provide a recommendation for the culvert/bridge replacement and
perform the necessary preliminary design calculations, including a preliminary hydraulic
analysis of the tributary surface water system, to create an Engineer's Estimate of
probable cost for a new structure. The City will provide the consultant with soil borings
obtained near the existing structure. Lastly, a list of all applicable permits needed for the
structure replacement must be provided to the City.
3. ENGINEER' S ESTIMA.TES
The consultant shall deliver separate lump sum cost estimates for removing the existing
structure and installing, complete in-place, the new recommended structure. All
incidental construction costs associated with these separate lump sum items must be
considered. The consultant shall provide contingency and overhead recommendations for

the separate lump sum items. It should be understood that the contingency will recognize
the preliminary nature of the estimates provided.
B. Additional Engineering Services (as-needed):
After the consultant has delivered all components described in above, the City of Arden Hills may
require the consultant to provide additional engineering services on an as-needed basis to assist
with the completion of the preliminary proj ect report. It is anticipated that the selected consultant
could assist with State Aid roadway design, storm water management, storm sewer design,
recommendations for meeting various agency permit requirements, and engineering cost
estimates.
The consultant shall provide the hourly rates for staff inembers who would potentially provide the
additional services described. The consultant will not be reimbursed for additional services that
are not previously authorized in writing by the City of Arden Hills.

PROPOSAL CONTENTS
The proposals should include a proj ect scope, proj ect understanding, schedule, proposed team, a cost
breakdown including hours budgeted to each task and hourly rates. If resumes of staff on the proposed
design team were not submitted with the Statement of Qualifications, June 2007, please provide with the
proposal. Please include sub-total hours and costs for each of the maj or tasks: Topographic Survey,
Mapping, and Culvert/Bridge Recommendation. The Consultant shall provide a not-to-exceed total cost
for the proposed proj ect services.
As mentioned, you may submit an RFQ to the City for one or both of the Schedules listed above. The
City will consider awarding the described work in Schedule 1 and Schedule 2 separately, to the most
qualified consultant or consultants.

Kimley-Horn and Associates, Inc. is pleased to submit this quote to the City of Arden
Hills for providing engineering services to assist the City in preparing a preliminary
proj ect report for the improvements to Old Snelling Avenue, from County Road E
(CSAH 15) to Trunk Highway 51 (TH 51).
Project Understanding
Kimley-Horn understands that the segment of Old Snelling Avenue from County Road
E to TH 51 is a State Aid Roadway (MSAS 111) that is in need of improvement. The
segment is approximately 4,300 feet long and lies within a 204-foot right-of-way.
Bridge 4627 is located at the south end of the project near TH 51. The City is hiring a
consultant to assist with topographic survey and mapping for the future roadway
improvements and with assessment of potential bridge construction costs.
Bridge 4627 is a concrete slab bridge spanning 20-feet over a drainage ditch and was
constructed in 1926. The structure crosses the Lake Josephine discharge channel that
flows to Lake Johanna. Annual safety inspections of the structure have been provided
by Ramsey County; the last inspection occurred in June 2009. We understand that
improvements may include removal of the structure and reconstruction of a new
structure that meets State Aid design requirements for the roadway and structure. We
understand the new structure must have sufficient width to accommodate a State Aid
roadway section as well as a shared-use path adj acent to the roadway.
We understand the City will provide a geotechnical investigation of the subsurface soils
within the project under a separate contract.
Project Scope

understanding of the proj ect.

Task 1: Topographic Su�vey
This task consists of providing a topographical survey of the proj ect area, including
setting up control points, locating utility information, and providing cross-section point
data at 50 foot stations, and all driveway locations. Shot data will be provided for all
topographic features.
We understand the RFQ states that the cross section data should extend 10 feet beyond
the right-of-way. There is significant cost associated with extending the topographic
survey this far beyond each edge of the roadway. We have modified the survey limits
to extend to the existing tree line only, therefore reducing the survey costs for the
proj ect significantly. We feel this is a prudent change given that it is very unlikely the
roadway section would be widened due to the low ADT on this roadway.
Task 2: Base Mapping
The base map for the proj ect will be created to show all topographic features from the
field data, utility locate information, and City as-built drawings. A TIN model and
contours will be created for the proj ect area. We will provide the City with electronic
files and 50-scale plan and profile drawings.
4ur subconsultant, E.G. Rud and Sons, will provide the scope of work for Task 1 and 2.
Task 3: Bridge �tecommendation
As a part of this task, we will provide an analysis of the existing structure (Bridge
4627), a recommendation for rehabilitation or replacement of the structure, and an
estimate of the anticipated construction costs of the bridge reconstruction.
Specifically, Kimley-Horn will conduct a field visit of the bridge to verify the Ramsey
County inspection information. The site observations will be performed by Matt
Jensen, P.E. a certified bridge safety inspection team leader. We will conduct a
preliminary hydraulic analysis of the existing waterway to identify the anticipated 100-
year water surface elevation and flow rate at the existing bridge location per the most
recent flood insurance study.
Based upon this field visit, hydraulic study, and the Ramsey County safety inspection
information, Kimley-Horn will provide a technical memo describing our findings for
two bridge alternatives. The memo will include the advantages and disadvantages for
structure rehabilitation compared to structure replacement and a recommendation for
the preferred alternative.
We will prepare one preliminary engineering estimate of probable construction cost for
the preferred alternative. This cost estimate will include bridge construction costs
including demolition, bridge replacement, and other associated bridge construction
costs. Project contingency and indirect costs will be included in the estimate.
The permits required to rehabilitate or reconstruct the bridge will be identified as part of
the evaluation process, since the permits may affect the project costs. For example, the
waterway in which this bridge crosses has an associated FEMA floodplain that if

impacted could require a Conditional Letter of Map Revision (CLOMR}. The permits
and review agencies for each alternative will be identified and estimated costs for
completing the necessary applications, fees, and reviews will be provided in the
technical report.
Additional Engineering Services
We understand the City may require assistance with the proj ect once the initial proj ect
scope is completed. Any services not specifically provided for in the above scope will
be billed as additional services and performed at our then current hourly rates.
Additional services we can provide include, but are not limited to, the following:
• State Aid roadway design

• Permitting
• Proj ect Funding Applications (Bridge Bonds)
• Structural design
• Floodplain analysis and surveying
Project Team
The Kimley-Horn team has significant local experience in bridge evaluation and design,
permitting, and surveying. Primary members of the Kimley-Horn team are as follows:

Beth Engum will serve as the project manager and primary contact throughout the
proj ect. She has over 10 years of experience in the design and construction of numerous
roadway and municipal infrastructure improvement projects for local agencies.

Matt Jensen has assisted municipalities in procuring bridge funding dollars from
Mn/DOT and designed several bridge replacement projects for local agencies. He has
designed new overpass structures and provided safety inspections and construction
phase services for numerous structures throughout the metro area. Matt will provide
structural inspection expertise and bridge cost estimating. Matt is certified by Mn/DOT
for bridge safety inspection and has inspected over 160 bridges in the metro area.
Beth Kunkel, PWS, Enviro,nmental�'�Yetland Specialist
Beth Kunkel has 23 years of hands-on environmental documentation, wetland
delineation, analysis, and permitting experience in the metro area. Beth has built an
excellent reputation with local agencies including the Rice Creek Watershed District,
Army Corps of Engineers, and DNR, and has recently completed the CLOMR process
for Arden Hills on a different project. She knows the regulatory staff involved and
what it takes to obtain their approval for this type of proj ect.
