Staff reviewed the applications and selected four (4) candidates to be interviewed. The Finance Director, the Public VVorks Director and I conducted these interviews on August 25th. After the interviews it was determined that Jill Hutmacher was the unanimous choice to be our next Community Development Director. Following the interviews, I contacted Mayor Harpstead and Councilmember Holden regarding a Personnel Committee interview with Jill Hutmacher. We had some scheduling challenges and Mayor Harpstead met individually with Jill at City Hall on August 3 0��'. After reviewing the application and having discussions with some of the interview team, Councilmember Holden expressed her support for Jill and indicated that she did not see the need for an interview. After receiving feedback from the Mayor on his meeting with Jill, I made an employment offer subj ect to City Council approval and then I had a follow up meeting with Jill. A background check is being completed by Midwest Government Advisors and the results are anticipated to be available before the September 27th Council meeting. Prior to this September 27th City Council meeting, each Councilmember will have an opportunity to meet individually with Jill. The schedule for these meetings is as follows: Dave G�� 5:3 0; Brenda �� 5: 5 5; Fran �� 6:15; and Dave M�� 6:3 S. The evaluation and selection process for the Community Development Director position has been slightly different than the process that was used when the Public Works Director was selected. With the Public Works Director, the Personnel Committee conducted the interviews and no individual Councilmember meetings were held with the top candidate. The terms and conditions for employment are also recommended to be different than what was provided to the Public Works Director. The main difference is that I am recommending a severance pay condition for Jill. This proposal is outlined in the attached September 16, 2010, memo from me to Jill. The main reason the City received a severance pay request from Jill and why I am recommending the attached severance pay provision, has to do with the recent history of this position with the City. Jill will be the fifth Community Development Director since Aaron Parrish assumed the position in 2002 and two of the Directors were with the City for less than two years. While the previous Directors have left employment with the City for a variety of reasons, this recent history is a cause of concern for any highly qualified and well employed candidate that we are trying to attract. In this regard, I believe it is in our best interest to do something slightly different than normal in order to hire Jill Hutmacher. Jill will bring the City instant credibility, is well respected in the profession, and her hiring will be a positive statement about Arden Hills' commitment to community development. One adjustment is a change and one adjustment is a new term. The change relates to starting salary. The starting salary will be Step Seven which is $88,219. Step eight is the top of the City's salary plan and you will �^each thi� level �ne ye��^ �ft��^ �mp�oy�ner�� ���j��-� �� a �atisfactory performance evaluation. The new term relates to severance pay. If within the first two (2) years of employment the City Council requests your resignation without cause, then the City will provide six (6) months salary in a lump sum payment. This will be one- half of your current annual salary. If the request for your resignation without cause comes between years two (2) and four (4), then the compensation will be three (3) months salary in a lump sum payment. This will be 25% of your current annual salary. If a request for your resignation comes at any time after four (4) years of employment with the City, then no severance compensation will be provided other than what is provided for all other employees. Please note that this is the recommendation I will be making to the City Council and that the City Council must approve the Compensation Proposal.
