SUBJECT: 2011 Pavement Management Program Feasibility Report
Background
At the August 30, 2010 meeting, the City Council approved Resolution 2010 -041
ordering the Feasibility Report for the 2011 Pavement Management Program (PMP)
project. City staff has completed the report, which is being presented to the Council as a
draft. Additional direction is being requested regarding the assessments to the multi-
family /townhouse (R -3) properties.
As requested by the City Council at the October 11, 2010 worksession, City staff has
included three options within the report for assessing the properties that will receive a
benefit from the proposed improvements. A copy of the draft Feasibility Report is
attached for your review.
After the City Council decides which of the three options should be used for an
assessment methodology, City staff will finalize the report. City staff would then
formally submit the report to the Council at the November 8, 2010 meeting along with a
resolution receiving the Feasibility Report and setting the Public Hearing for December
13, 2010.
Financial Implications
Please refer to the estimated costs, proposed funding, and preliminary assessments in the
attached report.
Council Action Requested
Direction on modification of the City's Assessment Policy to include R -3 and R -4 zoned
residential properties.
