Resolution 2010 -52 with Exhibit A Conditions for Municipal Consent Funding Source: N/A ./k.Rej HILLS MEMORANDUM DATE: October 25, 2010 TO: Honorable Mayor and City Council Members Patrick Klaers, City Administrator Page 1 of 2 FROM: Terry Maurer, Public Works Director SUBJECT: Mn/DOT I -694 Improvement Project- Municipal Consent Resolution Background Mn/DOT is proposing an improvement project for the interchange of I- 694/TH51 in Arden Hills. In June, Mn/DOT submitted a Mn/DOT approved layout to the City, requesting City approval (Municipal Consent) of the layout. On August 9, 2010, the City Council held the public hearing for this project. Discussion Following the August 9, 2010 public hearing, City staff met with Mn/DOT and Ramsey County to review comments heard from City Council members and residents. (At a later date staff met with the Shoreview PWD as he was not available for the initial meeting) Items of discussion included traffic /access, pedestrian movements, noise, and project benefits. Staff requested additional information from Mn/DOT based on the comments made at the public hearing. At the September 20, 2010 worksession the City Council asked staff to prepare some possible conditions for a Municipal Consent resolution. Those were prepared and emailed to council members late last month. The draft conditions were reviewed and discussed by the City Council at their October 11, 2010 worksession. At the end of the discussion the City Council requested to review the revised conditions at their October 18, 2010 worksession. At the October 18, 2010 worksession the conditions were reviewed and some minor changes were requested by the City Council. All of the changes made to the conditions by the City Council at the 18 worksession have been made with the exception of one. Condition #8 has not been changed as staff has made a field visit and measured the existing available room for a detached trail on both sides of the road. A detached trail would require a two foot clear zone from the curbing, ten feet for the width of the trail and a one foot reaction area between the trail and the bridge columns for a total of 13 feet. There currently does not appear to be 13 feet of area outside of the road on each side for a detached trail so the condition has be left to request an appropriate area for a ten foot trail on the west side. The last regularly scheduled City Council meeting before this deadline is today Monday, October 25, 2010. City Council Meeting C: \Users \terry.maurer\Desktop \I -694 Memo.doc Page 2 of 2 AIRENHILLS CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION NO. 2010-052 RESOLUTION DISAPPROVING THE FINAL LAYOUT OF I- 694/TH51 WITH CONDITIONS WHEREAS, Mn /DOT is proposing to undertake an improvement to 1 -694 and is requesting Municipal Consent approving the layout, WHEREAS, the City of Arden Hills is concerned about the effects the improvement will have on vehicle and non motorized /pedestrian movements within the City; NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF ARDEN HILLS, MINNESOTA: 1. The City disapproves the layout of the I- 694/TH51 improvement. Attached is a list of conditions in Exhibit A necessary for City approval of the layout. Harpstead, MAYOR Exhibit A Conditions for Municipal Consent of I- 694/TH 51 Layout October 25, 2010 1. The City requests that the revised traffic data outlined in the MnDOT letter dated September 14, 2010 be added to the approved layout. 2. The City requests that MnDOT show the beginning and ending points of the possible noise wall on the proposed layout. MnDOT has estimated the construction cost at $1,525,000 with MnDOT funding $1,050,000 and the City funding $475,000. The City requests that MnDOT commit to paying any construction cost over the estimated $1,525,000. In the event that the construction cost is less than estimated the City requests that their share be prorated. 3. The City requests that MnDOT commit that fill generated on the project will first stay on the project and be used for sound mitigation berming in all areas where noise walls are not proposed. Additional fill material, if it exists, should be used for berming along both sides of I -694 west of the project limits. 4. The City requests that MnDOT prove that the traffic modeling for the I- 694/TH51 improvement considered the entire region and the effect the proposed grade separated intersection of TH 10 /CR96 with the loss of some movements will have on the entire transportation system. Furthermore, the City wants MnDOT modeling to document that the proposed improvement will cause no harm and actually provide benefit to the county and local road system beyond Hamline Avenue, County Road F, Lexington Avenue, County Road E and Lexington Bridge over I -694. 5. The City requests that MnDOT commit that there are no city costs associated with the proposed improvements necessary on interstate, county or local system(including changes that might be required on County Roads E, F, Hamline Avenue, Lexington Avenue or the junctions between) to construct the I- 694/TH51 interchange shown on the proposed layout with the exception of noise walls. 6. The City requests that MnDOT work with Ramsey County staff to identify necessary improvements to the Lexington Avenue /County Road F intersection, assist in estimating the costs of such improvements and encumber funding from the Cooperative Agreement funds or other appropriate fund source in a year agreed to by the County in consultation with the cities of Arden Hills and Shoreview. 7. The City requests that MnDOT agree to work with Ramsey County to identify any potential changes that could be made to the Lexington Avenue Bridge and adjoining intersections that would improve their operation and make such improvements prior to the completion of the I -694 interchange. 8. The City requests that MnDOT change the layout as necessary to provide the required spacing and appropriate (barrier) separation for a 10 foot wide bituminous trail on the west side of old Snelling Avenue /old TH 10 as it passes under I -694. 9. The City requests that MnDOT construct a non motorized /pedestrian bridge across TH 10 to connect North Snelling Avenue to the trail connection under I -694 identified in #8 above. 10. The City requests that MnDOT show on the approved layout a 6 foot wide concrete sidewalk on the west side of Hamline Avenue from Floral Drive to County Road F and on the south side of County Road F towards Lexington Avenue to the existing and/or planned sidewalk. 11. The City request that MnDOT include as part of the proposed bridge structure crossing I -694 a non- motorized/pedestrian facility that will provide for movements from the west side of Hamline Avenue to the west side of TH51. 12. The City requests that MnDOT clearly state that the existing area on TH51 available for non-motorized/pedestrian movements will not be lessened in the future with the proposed improvements. 13. The City requests that MnDOT commit to including the design standards laid out in the Architectural and Aesthetic Design Guidelines for the I -694 Corridor from the Mississippi River Crossing in Fridley to the I -694 Interchange in Oakdale, July 2002. 14. The City requests that MnDOT affirm the intentions for 2015 reconstruction of the County Road E bridge over TH51 and consider the possibility of moving this construction up in time to match the balance of the regional construction (for bid economies of scale and logistics). The City may be able to advance the funds necessary for this construction given a firm repayment in 2015.
