Agenda Item 2A: Minutes for Approval: October 19, 2010 EN HILLS CITY OF ARDEN HILLS PARKS, TRAILS AND RECREATION COMMITTEE MEETING TUESDAY, OCTOBER 19, 2010 ARDEN HILLS CITY HALL CALL MEETING TO ORDER Chair Peck called the October 19, 2010, meeting of the Parks, Trails and Recreation Committee to order at 6:37 p.m. MEMBERS PRESENT: Chair John Peck, Committee Members Harold Petersen, Steve Scott, Rich Straumann, Nancy O'Malley and Cindy Garretson. OTHERS PRESENT: Park and Recreation Manager Michelle Olson, Council Liaison Back -Up Brenda Holden, and Guest Phil Kramlinger, Council Liaison David Grant. MEMBERS NOT PRESENT/EXCUSED: Committee Member Jody Hilgers. 1. APPROVAL OF AGENDA MOTION: Committee Member Scott motioned and Committee Member O'Malley seconded a motion to approve the agenda as presented. The motion carried unanimously. 2. APPROVAL OF MINUTES — September 21, 2010 MOTION: Committee Member Petersen indicated his name should also be included in the first sentence of 4.B. and the word "included" should be added at the end of the 2 line of S.A. Committee Member Scott motioned to approve the September 21, 2010 minutes as amended seconded by Committee Member Petersen. The motion carried unanimously. 3. UNFINISHED BUSINESS A. Elmer L. Andersen Memorial Trail Ceremony Recap Ms. Olson reported the Elmer L. Andersen Memorial Trail Ceremony was well attended and felt everyone was pleased with the signs and the landscaping. She informed the committee that the Elmer L. Andersen family donated the funding for the landscaping. Ms. Olson mentioned that resident Sharon O'Brien had been under the misconception the City did not need residents to help maintain the gardens. She has stated that she is willing to help with the Cleveland and Glenpaul gardens. Backup Council Liaison Holden suggested Ms. Olson pull the list of prior volunteers in case they also had the same misconception. Parks, Trails & Recreation Committee Meeting Minutes October 19, 2010 Page 2 Chair Peck asked if it was the committee's responsibility to help recruit volunteers and to oversee the maintenance of the gardens. Ms. Olson indicated if the committee could come up with an idea to help assist with the maintenance of the park gardens; it would be of great help. Committee Member Scott suggested having an "Adopt a Garden Program." The committee members were in consensus and felt it was a good idea to get residents to volunteer to maintain the gardens. Backup Council Liaison Holden suggested they could have a garden contest and give an award for the nicest garden. Ms. Olson indicated she would try to get some of the past volunteers involved and have an "Adopt a Garden" program. Ms. Olson indicated she asked the County if they would allow benches or be interested in contributing benches along the Elmer L. Andersen trail /corridor. She did look at the 1,000 Active Bench Program through Active Living Ramsey County and found it was not cost - effective because of their guidelines. Ms. Olson informed that the program is being revamped because of lack of interest and she will then again review the guidelines to see if it is something they may want to look at for the Elmer L. Andersen corridor. Ms. Olson indicated if the guidelines are still not cost - effective after being revamped benches from the Bench Implementation Plan can be used for the corridor. Committee member Straumann asked if Ramsey County had funded for only one sign. Ms. Olson indicated that was correct. Chair Peck indicated he felt it would be nice to have some kind of designation at E2. Ms. Olson stated Ramsey County mentioned that in the future they may be interested in funding for a smaller sign. Discussion ensued about additional trail signage in areas of the City trails that are not marked well or confusing. Ms Olson suggested possibly having this incorporated as part of an Eagle Scout Project. Mr. Kramlinger informed that there are some laminated graphics suitable for outdoors that could be used for the signage. Chair Peck asked Guest Kramlinger if he could forward the name of the product and he would let Ms. Olson and Derrek Hames know. Chair Peck thanked Ms. Olson for the wonderful job she did coordinating the Ceremony. B. Buckthorn Removal Day — October 30, 2010 — 9:00 am — 1:00 pm Ms. Olson reported that Hazelnut Park is the site that has been selected for the Buckthorn Removal Day. Plans are to start by the hockey rink and then to continue around the trails. Ms. Olson stated she will be sending a letter to the residents in the neighborhood inviting them to help and would also send a flyer to the committee members outlining the details. C. Project Updates 1. Safe Routes to School Activities: Ms. Olson reported the Elmer L. Andersen Safe Routes to School trail is essentially complete and the contractor is now working on a punch list of repairs /improvements that need to be made. Non - infrastructure improvements included a Walk-To-School Day where the entire school walked the trail and which they are planning to do annually. She informed the committee that the Phy Ed teacher is having her students run a portion of the trail daily and is using the $1,000 they received with the project Parks, Trails & Recreation Committee Meeting Minutes October 19, 2010 Page 3 for prizes for an Incentive Walking Program and for educating students on safe use of the trails. 2. Lexington Avenue Extension/Resurface: Ms. Olson indicated that they are currently prepping Lexington Avenue and believes they will be done paving by the end of next week. Chair Peck reviewed that this is the new trail from County Road E to Grey Fox Road. Ms. Olson recapped that 50% is being assessed to the property owner. Council Liaison Grant clarified that the property owner was willing to partner with the City and asked to be assessed versus paying a lump sum. Council Liaison Grant asked if they had determined who had ownership to move the switch boxes. Ms. Olson indicated that the City did come up with a compromise and Qwest has now agreed to bury the box by Grey Fox Road, but the City will have to work around the other box near the tracks until that can be worked out. 3. CP Rail Pedestrian Pathway: Ms. Olson provided an update on the CP Rail Pedestrian Pathway. She indicated the contractor could not get the compaction and depth needed when installing the anchors because of boulders that were in the way. She indicated they will be working on some additional anchors this week and then on retaining walls and hopes to be done by mid - November. If the weather becomes an issue, staff will make a decision on whether to go ahead with the final bituminous now or wait for spring. 4. County Road E Bridge: Ms. Olson indicated this is still in the scoping and that at this time Mn/DOT has the project planned for 2015. D. Review Revised Park Maintenance Plan Ms. Olson provided the committee with the revised Park Maintenance Plan. Based on comments from Council and the committee the main thing added for each park was sign maintenance and recycling pick up. Backup Council Liaison Holden asked what the benches would be under. Ms. Olson stated they would fall under Park Amentities. Ms. Olson asked for the committee's suggestions on anything that needed to be added to the Park Maintenance Plan before she brings to Council for approval. Backup Council Liaison Holden suggested they may want to add cleaning of culverts because they get clogged. Committee Member O'Malley also suggested adding inspecting of mulch/sand under the play structures. Ms. Olson indicated that this is already included on page 26 but would also add it under the Play Structures section on page 5. Committee Member Garretson mentioned that there was some non - offensive graffitti on the slide in Valentine Hills Park. Ms. Olson indicated she would have Public Works take care of it. Once approved she will set expectations with the Public Works staff in regards to the Park Maintenance Plan. Parks, Trails & Recreation Committee Meeting Minutes October 19, 2010 Page 4 Committee Member Petersen indicated he felt the committee should tour all the parks once a year. The committee was in consensus with the suggestion. Ms. Olson indicated she would include this on the schedule. Mr. Kramlinger asked if there was anything in the plan for sweeping of trails after a rainstorm. Ms. Olson indicated that would be addressed under the Trail Maintenance Plan that she and the Public Works Director are working on. Ms. Olson asked for the committee's approval of the Park Maintenance Plan so she could be bring to Council in November. MOTION: Committee Member Peterson motioned to approve the Park Maintenance Plan as presented seconded by Committee Member Garretson. The motion carried unanioumsly. E. Other Unfinished Business None 4. NEW BUSINESS A. Committee Chair for 2011 Ms. Olson asked the committee members to contact her if interested in runnin g for Committee Chair for 2011. Ms. Olson indicated that Committee Member Hilgers would not be running for a new term due to work conflicts and that she and Chair Peck would be conducting interviews for new members. B. Facility User Fee Discussion Ms. Olson stated that Council had asked her to research whether the City should consider charging user fees for their facilities. She mentioned when the PTRC looked at this 4 years ago they determined it was not cost effective. Ms. Olson indicated another option would be to approach the associations to see if they would make a donation for improvements to the fields. Ms. Olson stated that the City can provide the fields but the question is are they expected to be maintained at such a level that the City should be charging. She also felt if they do decide to charge the cost should be different for a practice versus a game. Ms. Olson indicated at this time they only charge for adult softball and for pavilion rental and would provide the members with the adult softball field rental fee schedule. She would like the committee to make a recommendation on whether a fee should be charged for youth practices /games. Chair Peck did not think they should be charging extra fees for the facilities. Ms. Olson indicated she would research what other cities are doing and will provide an update at the next meeting. Parks, Trails & Recreation Committee Meeting Minutes October 19, 2010 Page 5 C. Capital Improvement Plan Discussion Ms. Olson indicated a main item in the CIP is the Valentine Park improvements. Bolton and Menk will provide feedback to help the City decide on how to proceed with the improvements. Chair Peck asked if they would be able to watch a recording of what Bolton and Menk or Public Works Director Maurer would be presenting at the Council meeting regarding the Valentine Park improvements. Ms. Olson indicated that worksessions are not recorded but they are welcome to attend the November 15 worksession. Public Works Director Maurer will present at the PTRC meeting in November as well. Ms. Olson indicated that Valentine Park is due for a new play structure, $5,000 a year is set aside for park emenities including replacement of any picnic tables, funds are set up for a consultant is come in to do a city wide inventory of the Ash trees, in preparation for writing an Emerald Ash Bore Implementation Plan. Ms. Olson indicated that Committee Member O'Malley had suggested drinking fountains be added in parks. Ms. Olson stated that this could be looked at for parks with a water source but that some parks do not have water in the park. She thought one idea could be to look at adding drinking fountains in coordination with other improvements such as pavilions or irrigation. She will look further into the cost for water fountains in our parks. Chair Peck asked Ms. Olson if the committee members had any suggestions or additions to the CIP, timing wise when would they need to submit. Ms. Olson stated any suggestions submitted tonight would be researched for the possibility of being added next year and discussions the PTRC have in the winter, are utilized when the CIP process begins each summer. D. Other New Business Council Liaison Grant indicated that the 96 trail along the Royal Hills area is breaking up and might need to be repacked. He would like this looked into. 5. REPORTS A. City Council Report & Public Works/Parks & Recreation Report Council Liaison Grant stated he was very pleased that they were able to add three trail sections this year. He feels that there are opportunities for the City to get additional grants and this is something they need to take a look at. Council Liaison Grant asked if they can apply for the STP grant again and if it is on a two year cycle. Ms. Olson indicated the last process was for 2013 and the next one for 2015. Council Liaison Grant asked Ms. Olson to check on that. He stated the grant they had put in for in 2010 with Met Council should be put in for again. If they get the grant they can apply those funds towards the County Road E bridge. Ms. Olson indicated she will check into that. Council Liaison Grant gave a brief update on the TCAAP auction. He stated the auction is set for November but does not feel it will be until December. At this point it has not Parks, Trails & Recreation Committee Meeting Minutes October 19, 2010 Page 6 been decided if it will be an open bid or closed bid and that this will depend on the number of interested parties. Discussion ensued regarding the TCAAP property and potential buyers. Council Liaison Grant indicated that in regards to the 694/T.H. 51 project, municipal consent was denied with 12 conditions the City would like Mn/DOT to address. He feels it would be wise for Mn/DOT to put a shoulder on the bridge so that at some point in the future they could have some kind of pedestrian movement. Committee Member Straumann indicated that Ramsey County suggested Mn/DOT do a study on overpasses and underpasses from 35E to 35W. Committee Member Petersen requested the City take a look at putting a street light in the cul du sac at Dawn Circle because it is very dark. Ms. Olson stated she would bring this to the Public Works Director to look at. 6. NEXT MEETING A. The next meeting is scheduled for November 16, 2010, at 6:30 p.m. 7.
