SUBJECT: TCAAP Reuse and Public Sale Update
General Service Administration (GSA) Update
A conference call was held with Kevin Legare, General Service Administration, on November
10. The Land Use Control Remedial Design (LUCRD) document has been finalized and
approved by MPCA and EPA. Work continues on the Invitation for Bid (IFB). According to
Mr. Legare, the Army and MPCA are currently negotiating an environmental covenant that will
be incorporated into the IFB and allow the MPCA to enforce environmental cleanup. Because
this document is still being negotiated, the IFB is not anticipated to be released prior to
January /February 2011. Bid closing will be scheduled 90 days after the publication of the IFB,
which is longer than the 45 -60 day bid period previously discussed and should allow private
developers more time to evaluate the IFB and the property.
Ramsey County Park and Open Space Requests
Ramsey County has begun the Voluntary Investigation and Cleanup (VIC) program with the
MPCA on the parcels of land to be transferred to the County. It is anticipated that the process
will take approximately 12 months.
