SUBJECT: 2011 Pavement Management Program — Resolution Receiving the
Feasibility Report and Ordering the Public Hearing for Improvement

At the August 3 0, 2010 meeting, the City Council approved Resolution 2010-041
ordering the Feasibility Report for the 2011 Pavement Management Program (PMP)
proj ect. The 2011 PMP consists of the improvements to the following streets:
• Amble Road, from Hamline Avenue to dead end,
• Arden View Court, from Arden View Drive to cul-de-sac,
• Arden View Drive, from Arden View Court to 761' east of Royal Hills,
• Arden View Drive Entrance/Exit, from Hamline Avenue to Arden View Drive,
• Colleen Court, from Colleen A.venue to cul-de-sac,
• Dellwood Street, from Nursery Hill Court to Amble Road,
• Janet Court, from Lake Valentine Road to cul-de-sac,
• Nursery Hill Court, from Nursery Hill Lane to cul-de-sac,
• Nursery Hill Lane, from Hamline Avenue to Nursery Hill Court,
• Wyncrest Court, from Hamline Avenue to cul-de-sac,
• Wyncrest Lane, from Wyncrest Court to Wynridge Drive,
• Wynridge Drive, from Wyncrest Court to cul-de-sac.
A draft feasibility report was presented to the City Council at the October 25, 2010
meeting. At the meeting, City staff received direction from the City Council on how to
modify the Assessment Policy for multi-family/tov�mhouse (R-3) properties. The attached
report has been updated based on the City Council's direction.
In accordance with City Council direction, a Feasibility Report has been prepared that
details the proposed improvements, neighborhood impacts, and estimated costs and

financing for the proposed project. A copy of the completed Feasibility Report is
attached. The next step in the process is for the City Council to accept the Feasibility
Report and to schedule a Public Improvement Hearing.
Financial Implications

This proj ect has financial implications for the City including the following:
1. Assessments levied in accordance with the Assessment Policy.
2. Use Permanent Improvement Revolving (PIR) funds to fund the balance of the
street improvements.
3. Expenditure of utility enterprise fund dollars to pay for the repairs needed to the
existing utility system. �
The following table shows the amounts originally budgeted in the City's Capital
Improvement Plan versus the preliminary estimated amounts in the Feasibility Report:

Council Action Requested
Motion to approve Resolution 2009-054: Resolution Receiving the 2011 Pavement
Management Program Feasibility Report and Ordering the Public Hearing for
Improvement. The Public Hearing would be scheduled for the regular City Council
meeting on Monday, December 13, 2010.

FEASIBILITY REPORT AND ORDERING PLTBLIC HEARING FOR IMPRUVEMENT
WHEREAS, pursuant to resolution of the Council adopted August 3 4, 2010, a report has
been prepared by the City Engineer with reference to the improvement of the following streets:
Amble Road, from Hamline Avenue to dead end,
Arden View Court, from Arden View Drive to cul-de-sac,
Arden View Drive Entrance/Exit, from Hamline Avenue to Arden View Drive,
Arden View Drive, from Arden View Court to 761' east of Royal Hills,
Colleen Court, from Colleen Avenue to cul-de-sac,
Dellwood Street, from Nursery Hill Court to Amble Road,
Janet Court, from Lake Valentine Road to cul-de-sac,
Nursery Hill Lane, from Hamline Avenue to Nursery Hill Court,
Nursery Hill Court, from Nursery Hill Lane to cul-de-sac,
Wyncrest Court, from Hamline Avenue to cul-de-sac,
Wyncrest Lane, from Wyncrest Court to Wynridge Drive,
Wynridge Drive, from Wyncrest Court to cul-de-sac
and this report was received by the Council on November 1 S, 2010, and
WHEREAS, the report provides information regarding whether the proposed proj ect is
necessary, cost� effective, and feasible; whether it should best be made as proposed or in
connection with some other improvement; the estimated cost of the improvement as
recommended; and a description of the methodology used to calculate individual assessments for
affected parcels.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ARDEN
HILLS MINNESOTA:
1. The council will consider the improvement of such streets in accordance with the report and
the assessment of abutting property for all or a portion of the cost of the improvement pursuant
to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement of $1,703,700.
2. A public hearing shall be held on such proposed improvement on the 13th day of December,
2010 in the council chambers of the city hall at 7:00 p.m. and the City Administrator sha11 give
mailed and published notice of such hearing and improvement as required by law.
