El� HILLS MEMORANDUM DATE: November 15, 2010 TO: Honorable Mayor and City Council Members Patrick Klaers, City Administrator FROM: Matt Woodruff, Civil Engineer SUBJECT: Lexington Avenue Sidewalk & Trail Project — Payment #1 Background The City of Arden Hills awarded North Valley, Inc., of Nowthen, Minnesota, the Lexington Avenue Sidewalk and Trail Proj ect on September 13, 2010, for a total contract amount of $90,011.62. Discussion This pay request includes work completed through November 5, 2010. The payment is for $ 82,427.17 and includes concrete sidewalk installation, pedestrian curb ramps, bituminous trail reclamation, bituminous paving, and all associated restoration. This pay request also includes Change Order # 1 which is for payment to the contractor for excavation of additional topsoil material. The quantity originally estimated for the sidewalk was based on an 8" excavation depth. However, during construction it was discovered that below the 8" excavation depth there was additional topsoil material that required excavation, removal, and backfilling with a suitable material for the sidewalk base. Change Order # 1 also includes modifications to the contract for final restoration. The original contract specified that all disturbed areas be restored with topsoil and sod. Due to the time of year, City staff consulted with the contractor and determined that hydro- seeding would be a more effecti�e means of restoration since the sod would likely not survive the winter months and grow next spring. Hydro-seeding is a more cost-effective approach to restoring the small disturbed areas along the new sidewalk and trail. Since hydro-seeding was used in lieu of sod and is less expensive, the net effect of Change Order # 1 represents a cost savings of $4,518.48 to the original contract price. However, City staff is proposing to retain $4,33 8.27 (S% due to the contractor) over the winter months until Public Works and Engineering staff can inspect the proj ect in the spring of 2011. At that time, the contractor will correct any defective work and the contract with North Valley, Inc. will be closed-out. Financial Implications This proj ect will be paid for using PIR funds. A portion of the cost for the construction of the concrete sidewalk will be assessed to Inland Properties.
