<br />. <br /> <br />. <br /> <br />. <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF ARDEN HILLS <br /> <br />RESOLUTION NO. 96-33 <br /> <br />RESOLUTION AUTHORIZING THE TRANSFER OF ROADWAY JURISDICTION <br />BETWEEN RAMSEY COUNTY AND THE CITY OF ARDEN HILLS <br /> <br />WHEREAS, The 1991 Minnesota Legislature established a Ramsey County Local <br />Government Services Study Commission to "report on the advantages and disadvantages of <br />sharing, cooperating, restructuring, or consolidating..." activities in areas of public service <br />including public works; and <br /> <br />WHEREAS, The consolidation plan provides for reclassification of roadways and <br />corresponding changes in jurisdiction including the transfer oflocal and State Aid roadways <br />between the County and municipalities; and <br /> <br />WHEREAS, North Hamline Avenue (County Road 132) from Hamline Avenue to <br />Ingerson Road, and Ingerson Road (County Road 101) from North Hamline Avenue to <br />Lexington A venue, located in the City of Arden Hills, are presently under the jurisdiction of <br />Ramsey County as County Roads; and <br /> <br />WHEREAS, These roadways have been determined to serve a local function only; and <br /> <br />WHEREAS, Revocation of "County Road" status may be accomplished by resolution <br />of the Ramsey County Board of Commissioners pursuant to Minnesota Statutes 163.11; and <br /> <br />WHEREAS, The City of Arden Hills has concurred that jurisdiction should be changed <br />from Ramsey County to the City of Arden Hills; and <br /> <br />WHEREAS, The consolidation plan stipulates that Ramsey County shall improve the <br />roadways to acceptable levels prior to transferring jurisdiction over roadway segments from <br />Ramsey County to municipalities, and the Ramsey County Capital Improvement Program <br />provides funding for these improvements; and <br /> <br />WHEREAS, The City of Arden Hills desires Ramsey County to sealcoat North Hamline <br />Avenue from Hamline Avenue to Ingerson Road for an estimated cost of$3,000 from Capital <br />Improvement Funds for Ramsey County Roadway Consolidation; and <br /> <br />WHEREAS, The Ramsey County Public Works Department performed a bituminous <br />overlay on Ingerson Road in 1988 and a sealcoat in 1990; and <br /> <br />WHEREAS, Ingerson Road has been improved to an acceptable level prior to the <br />transfer of roadway jurisdiction as calculated from the Pavement Management System [(90- <br />Condition Rating) '"' Condition Rating] x 1993 Condition Rating), therefore exempting Ramsey <br />County from providing any compensation from the County Roadway Consolidation Fund to the <br />City of Arden Hills for the jurisdictional transfer ofIngerson Road; and <br />
