3. The Planning Commission shall review <br />the sketch plan for its consistency with the <br />Downtown Area Master Plan and <br />Development Guidelines and make a <br />recommendation to the City Council as to <br />the appropriateness of the sketch plan. <br />4. The sketch plan shall be scheduled for a <br />Council meeting within 30 days after the <br />submittal of the Planning and Zoning <br />Commissions recommendation. <br />5. The City Council shall approve, postpone, <br />or disapprove the sketch plan. <br />b. Preliminary Plat and Site Plan <br />1. Requirements for Preliminary Plans <br />1.A. Preliminary Site Plan. The preliminary <br />site plan shall be drawn at a scale of one <br />inch equals 50 feet, 100 feet, or 200 feet. <br />The submission may be composed of one <br />or more sheets and drawings and shall <br />include: <br />aa. Location of all proposed buildings and <br />their proposed uses; <br />bb. Location of driveways and parking areas <br />(all driveways and parking areas must <br />include curbing); <br />cc. Indicate front, side and rear yard <br />setbacks proposed; <br />dd. Indicate square footage and dimensions <br />of all proposed lots; and; <br />ee. Location of all easements, width and <br />purpose. <br />1.13. Landscape Plan. The landscape plan <br />shall be prepared at a scale of one inch <br />equals 50 feet and shall contain the <br />following information: <br />aa. Indicate areas for berming and sodding; <br />bb. Indicate the location of proposed <br />plantings, identify plant materials; <br />cc. Indicate any existing vegetation; and <br />dd. Indicate any trees to be removed. <br />Downtown Centerville <br />Master Plan & Development Guidelines <br />1.C. Grading and Drainage Plan. The <br />grading and drainage plan shall be drawn at <br />a scale of one inch equals 50 feet, 100 feet <br />or 200 feet and shall contain the following <br />information: <br />aa. Existing and proposed, grades with a <br />minimum of two foot contour intervals to a <br />known sea level datum; <br />bb. Sufficient spot elevations on all <br />proposed hard surface areas; <br />cc. Estimated runoff of the area based on <br />10 and 100 year storm events; <br />dd. Provisions to carry runoff to the nearest <br />adequate outlet, such as storm drain, <br />natural drainage way, or street; <br />ee. Location of proposed ponding areas, <br />indicating the size and depth of the pond <br />and amount of acre feet of water to be <br />stored; <br />ff. Finished floor elevations of all buildings; <br />gg. Identify soils by type and location, <br />including identification of the water table, <br />and suitability of soil for the proposed <br />development; and <br />hh. Identify any areas located in a flood <br />hazard zone as identified by FEMA. <br />1.D. Topographic Map. The topographic <br />map shall be drawn at a scale of one inch <br />equals 100 feet and shall contain the <br />following information: <br />aa. One foot contour intervals; <br />bb. Indicate water courses, rock <br />outcroppings, and other significant land <br />features; and <br />cc. Use U.S. Geological Service datum for <br />mapping. <br />I.E. Floor Plans and Elevations.
