This approach values <br />creativity and allows for numerous design <br />solutions for any particular project. The City <br />Administrator and Planning and Zoning <br />Commission are responsible for the <br />administration of the Development <br />Guidelines. Projects in the Downtown Area <br />must comply with the Development <br />Guidelines, as well as the provisions of the <br />City Code and compliance will be <br />determined during the site plan review <br />process. <br />A. IV Application <br />The format and content of these guidelines <br />are specifically tailored for use as a <br />reference workbook. They are organized <br />into two separate documents that are <br />intended to be used by two different <br />audiences, the Systems Guidelines and <br />the Standards for Private Development. <br />The first document, Systems Guidelines <br />provides design guidance for all elements of <br />the public infrastructure. It outlines issues <br />and provides design standards that apply to <br />the entire Downtown Area. It is intended as <br />an attachment to the Master Plan Document <br />itself. The Systems Guidelines describe the <br />seven distinct items of the overall <br />infrastructure framework: <br />Context <br />Open Space <br />Downtown Centerville <br />Master Plan & Development Guidelines <br />Transportation Systems Storm Water <br />Systems <br />Utilities <br />Mix of Uses <br />Parking Strategy <br />The Second document, Standards for <br />Private Development is intended to provide <br />guidance to the private developers as they <br />take responsibility for individual components <br />within the Master Plan.
