Budget equipment. November 24, 2010 <br /> At the last Council meeting, staff was directed to do some research on cost and timelines to replace the <br /> Massey Ferguson tractor. After doing some research, Pau1 has suggested a different plan that would cost <br /> less and provide greater benefit. One of the uses of the tractor was dragging the fields at LaMotte Park. <br /> That task will go away next year. The other major task at LaMotte Park is maintaining skating rinks. The <br /> tractor has a mower attachment which goes away when the tractor is retired, but this is easily resolved as <br /> the majority of our mowing is already contracted out. <br /> A second issue that plays into the discussion is that the Fire Department built a garage several years ' <br /> ago at the city garage site at 20�' Avenue by the water tower. The city will eventually sell the property, <br /> but we would like to be able to retain the building. Fire and Public works have developed a plan to <br /> move the building to the west edge of LaMotte Park. The Fire Department would continue to use half <br /> of the building, but Public Works would use the other half for park maintenance storage. <br /> The stormwater irrigation system just authorized, requires a new electrical service. It was proposed to <br /> put this in the warming house, but it could be installed in the relocated maintenance building, saving <br /> the cost of another electric service there. <br /> If we have storage at the pazk, we could use a sldd loader to maintain the skating rinks, as we have a <br /> blower and broom attachment for the e�sting skid loader. It would be very time consuming and <br /> inefficient to move the skid loader every day from the Public Works Building to LaMotte Park, but <br /> this problem goes away if we have a building there. ', <br /> We know that the Massey Ferguson tractor could fail at any time, which will necessitate replacing it <br /> with something, likely a skid loader since that would be cheaper than the tractor. <br /> So the plan goes like this: <br /> We move the Fire Deparkment garage to LaMotte Park......Cost about... $20,000 <br /> The City retains the Bobcat skid loader that was to be traded in (allowance) $14,700 <br /> If the Little League wishes to have storage for a mower for the infield maintenance, the council could <br /> give tiiem use of the small utility garage on the back of the warming house. <br /> To make this all work, we need to authorize the plan soon. The new skid loader will be delivered to <br /> the dealer next week so the decision not to trade the old unit must happen before we pick up the unit. <br /> And we should move the building before the contractor on the Stormwater Irrigation pumping system <br /> is ready to place the electrical panel. Staff believes this suggestion gives the most cost-effective <br /> outcome. We would fund this in 2010 which will erode fund balance by the amounts indicated, but it <br /> could a11ow the 2011 budget to be amended downward to a zero levy increase. <br /> Dallas Larson, Administrator <br />
