Proposed Encroachment Agreement

City Administrator Larson explained that he had provided an Encroachment Agreement
for Council review as he had received a request to construct a porch that would encroach
into a drainage easement. He then asked Council to discuss and provide direction to Staff
as to whether Council would consider allowing encroachment agreements or if Council
does not want anything in easements.

Council discussed the matter and agreed that the Council would consider amending
easements if requested by property owners and, if the property owners pay for all
engineering and associated costs. An agreement to amend would come based on a
recommendation of the City Engineer but the costs to look into an amendment would be
paid by the property owner regardless of whether the easement is approved for
amendment.

7.
