what the budgetary constraints we remain a highly professional law enforcement agency that is <br /> responsive to the safety concerns of our citizens. This is the philosophical approach and role <br /> that I have taken toward budgeting and fiscal management. <br /> Political <br /> It is important that we maintain a positive and professiona! relationship with our elected <br /> officials. Elected officiats provide the most direct link between citizens and city government. As <br /> such, it is important that we keep open lines of communication with our officials so that we can <br /> better respond to the service and safety needs of our community. <br /> Characteristics of a healthy relationship between staff and elected officials are when we remain <br /> respectful, responsive, positive, and professiona{. It should be a relationship of mutual support <br /> and trust. We should also be a source of clear and accurate information on the range of safety <br /> issues impacting or confronting our community. It is vitally important for the safety and <br /> stability of our community that staff and elected officials remain responsive to the safety <br /> concerns of our citizens. <br /> My experience and education have taught me that a potice department can play an integral role <br /> in supporting the economic and social devetopment of a community and can enhance the <br /> quality of life of its citizens. In order to accomplish this we need to work closely with our <br /> elected officials in the best interests of our citizens. <br /> Cotlaboration <br /> None of what we have accomplished could have been made possible without the dedication, <br /> cooperation, and support of the men and women who comprise our Department. I am very <br /> proud of our Department, our personnel, and what we have accomplished together. <br /> Our accomplishments have been based on teamwork, vision and innovation, an emphasis on <br /> the fundamentals, strategic planning, effective policing strategies, and close partnerships with <br /> our community and with other law enforcement agencies. <br /> One significant example of a very successful and on-going collaboration within our department <br /> is our status as an accredited law enforcement agency (formerly CALEA nationally accredited <br /> and now o�e of only 16 State accredited Police Departments in Wisconsin). Accreditation <br /> means that our policies and practices are in accvrd with national standards. The standards <br /> cover virtua!!y every aspect of a!aw enforcement operation including patrol operations, <br /> property and evidence management, inspections and audits, investigations, communications, <br /> etc. We can only maintain our accredited status if everyone in the organization abides by best <br /> practices and by our estab(ished policies and procedures. . <br /> 82 <br /> __� <br />
