Monday, March 28, 2011 <br /> Mr. Jeff Perry <br /> Anoka County Parks and Recreation <br /> 550 Bunker Lake Boulevard NW <br /> Andover, MN 55304 <br /> Mr. Perry, <br /> The City of Centerville's Parks and Recreation Committee requests approval to use the Rice <br /> Creek Chain of Lakes Regional Park trails /roads and the Wargo Nature Center access road for an <br /> in -line skate, run, and walk event. This is the third annual Festival of the Lakes 8K Run/Walk. <br /> In addition, this year features an in -line skate race. The Special Use Permit Request Form and <br /> course maps are attached. <br /> The event is associated with Centerville's annual Fete des Lacs celebration. The run will follow <br /> the same course as 2009 and 2010. The in -line skate event will follow a similar course with an <br /> extended leg to Wargo Nature Center following the trail adjacent to Main Street/CSAH14 and <br /> using the park road between Main Street/CSAH14 and the Wargo parking lot. We have pre - <br /> coordinated this extension with Ms. Debra Gallop from Wargo. We have also informally asked <br /> Wargo to set up and operate a water stop in their parking lot. Ms. Gallop was interested and <br /> supportive. I fully expect Wargo management to agree to the use of the access road, parking lot, <br /> and to the water stop and I will continue to work with their management. <br /> Event Name: Festival of the Lakes - Skate/Run/Walk <br /> Event Date: July 30, 2011 <br /> Event schedule: In -line skate event starts in Centerville at 7:00 am. First skaters will arrive at <br /> Wargo parking lot at approx. 7:20 a.m. and the Rice Creek Chain of Lakes Regional Park at <br /> approx. 7:40 a.m. <br /> Courses: Attached is a map of the skating and run/walk courses. <br /> Special requirements: <br /> 1) Skate event road closures: To accommodate the skating event, we would like to close the <br /> Wargo access road from 7:15 to 7:45 a.m., and the Rice Creek Chain of Lakes Parkway Road <br /> "E" from the gate at Main Street/CSAH14 to the boat ramp from 7:30 to 8:00 a.m. <br /> 2) As in 2010, there is no need to close any County roads for the run/walk event. The run/walk <br /> will utilize the trail system through the park. For the approximately one and a half miles <br /> between Main Street/CSAH14 and the boat ramp, runners /walkers are on the trails and the <br /> skaters are on the park's road; this will ensure separation between faster runners and slower <br /> skaters. <br /> 3) Four (4) water stops will be set up, one at Wargo and two within the Regional park. The <br /> water stops are indicated on the map. We will be providing water at these water stops. <br /> 4) The barriers across the trail will need to be opened at both ends of the trail. Last year Suzanne <br /> Sheeley served as the Park Ranger during this event. That worked well for the Park managers <br />
