Motion by Council Member Paar, seconded by Council Member Love to
extend the same courtesy as the previous failure to another resident in an
amount not to exceed $10,000 covering the repair and the driveway. All in
favor. Motion carried unanimously.

Representatives from the Twin Town Homes of Eagle Pass thanked Council for
their consideration.

VII. OLD BUSINESS

1.Downtown Intersections – Concrete Failing – Update from Engineer

City Engineer Statz updated Council on the status of the intersection and
premature deterioration of the joints on the north side of the intersections.
Lengthy discussion was had regarding possible reasons for the colored
cement’s failure and how to proceed. Mr. Statz stated that meetings have
transpired with the contractor and Anoka County and no one is accepting
responsibility. Mr. Statz stated that the Minnesota Department of
Transportation (MNDot) has approached them/the City to participate in a
research study for the deterioration of the colored concrete; however, there
would not be a decision whether Centerville would be included in that
study until June, 2011. Mr. Statz reminded Council that several meetings
ago they were presented with a proposal to attempt to determine
responsibility for the premature failure. Mr. Statz stated that the next step
is to look into the cost of a viable repair or wait until June for
determination from MNDot on whether this would be part of a research
project.

Administrator Larson suggested that Council wait for MNDot’s
determination prior to moving forward on this issue and that Staff would
update Council on a regular basis.

VIII. NEW BUSINESS

1.
