City of Centerville <br />Council Meeting Minutes <br />March 23, 2011 <br />Bonds, Series 2011A, Providing for Their Issuance and Pledging for the Security Thereof Certain <br />Revenues as presented. All in favor. Motion carried unanimously. <br /> <br />VII. OLD BUSINESS <br /> <br /> <br />1.Planning & Zoning Commission <br /> <br />a.Adopting Findings Relating to Amending Chapter 156 (Section 156.025) <br /> <br />City Administrator Larson stated that with presumptions/goals made during the construction of the 2030 <br />Comprehensive Plan, several components were conflicting and that slight modifications or additions of <br />zoning districts would need to be made for integrity of the plan. Administrator Larson explained that a <br />public hearing was already completed and Planning & Zoning is looking for Council’s approval on the <br />zoning items before them to proceed with a rezoning hearing tentatively for May. <br /> <br />Administrator Larson stated that similar presumptions were made regarding currently zoned industrial <br />properties and modifying them to the commercial district with interim uses instead of becoming non- <br />conforming with no avenues to enlarge their structures. It was felt that this would allow an existing <br />business to maintain its property value, remain a viable business, growth/expansion opportunities while <br />allowing latitude for alternative uses of the property in the future. <br /> <br />Council Member Love stated that affected property owners have discussed this proposed modification <br />and all were supportive and look at it as though it would compliment their current business or <br />prospective businesses for their property. <br /> <br />Acting Mayor Paar reminded Council Members and residents that High Density can mean High Quality. <br />Acting Mayor Paar also stated that Council needs to attract businesses to Centerville and retain existing <br />businesses. <br /> <br />Council Member King presented Council with Sustainable Development information, requested that <br />Council review it and that it become a part of the official record. <br /> <br />Motion by Council Member Love, seconded by Council Member Fehrenbacher to adopt the <br />Planning & Zoning Commission Findings Relating to Amending Chapter 156 (Section 156.025) as <br />presented. All in favor. King Opposed. Motion carried. <br /> <br /> <br />b.Adoption Ord. #45, Second Series – Amending Chapter 156 (Section 156.025) – <br />Addition of R-3 District <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Love to adopt Ord. #45, <br />Second Series – Amending Chapter 156 (Section 156.025 – Addition of R-3 District) as presented. <br />All in favor. Motion carried unanimously. <br /> <br /> <br />c.Adopting Findings Relating to Amending Chapter 156 (Section 156.030 – Addition <br />of Interim Uses in B-1 District) <br /> <br />Motion by Council Member Love, seconded by Council Member Fehrenbacher to adopt the <br />Planning & Zoning Commission Findings Relating to Amending Chapter 156 (Section 156.030 – <br />Addition of Interim Uses in B-1 District) as presented.
