i <br /> �, � - - <br /> e� t e rv�CCe 1880 �fain Street, Centervi!!e, 9NNSS038 <br /> � ��� f t.l �7�i.� �? t'c� �a�i ` � 657-429-3232 or �f'v.� 651-429-8629 <br /> June 16, 2011 <br /> Memo to Council <br /> Re: Shovel Ready Certification for City Property <br /> Along Commerce Drive <br /> At the last work session we discussed whether the city should expend the time and money <br /> to enroll the city land north of Commerce Drive, in the Minnesota "Shovel Ready" <br /> certification program. <br /> The costs to complete the application are estimated as follows: <br /> Minnesota Fee due with application $2,950 <br /> Engineering assistance to complete application 500 <br /> Phase I environmental $2,400 <br /> ALTA title commitment $ 500 <br /> Total $6,350 <br /> While it is not guaranteed, Connexus has given us a strong indication that they will be <br /> able to reimburse us for the application fee. They plan to fund two communities this <br /> year, and hope to fund two more next year. So far they are committed to one community <br /> project. There are no strings attached to their program except that the certification must <br /> be completed in 2011 and the property needs to be in their service area. A memo from <br /> Connexus is attached. <br /> If we are granted funding by Connexus, the City's net cost would be $3,400. It should be <br /> noted that these costs would be incurred prior to a sale anyway, so these costs can be <br /> viewed as an investrnent in the property that should reduce the time needed to close a <br /> future sale. I expect that we could complete and submit the application by the end of <br /> July. I have attached a partially completed application. <br /> I recommend that the council proceed with the application for "Shovel Ready" <br /> certification. <br /> Dallas Larson, City Administrator <br /> 21 <br />
