op list,
Howard R. Green Company
tsl I
CONSULTING ENGINEERS Formerly M SA
Consulting Engineers
April 1, 1998
File: 260094m
Mr. Jim March
City Administrator
City of Centerville
1880 Main Street
Centerville, MN 55038
RE: LAURIE LAMOTTE MEMORIAL PARK
Dear Mr. March:
During a meeting with the Rice Creek Watershed District, I asked about the possibility of
obtaining funds for wetlands enhancement work associated with the project. While there is no
formal application process, the District Administrator did suggest that the City submit a request.
They will not pay for ordinary new development casts, but potential water quality development
costs are eligible. This would typically include excavation costs for the pond beyond what would
ordinarily be required for fill material, and extra wetland plantings cost. Funds are available on a
competitive basis. There needs to be a formal written request from the City with a sketch and
an estimate of costs involved.
The sketch plan produced by HKgi has been drafted up, along with comments from City staff
generated during a review. Grading contours have also been generated. We plan to review this
with the Park and Recreation committee tonight if our attendance is requested.
Any plan developed will need to be reviewed by the RCWD and the City of St. Paul Water Utility
department. Plan or permit approval requires Board approval, and these two boards meet once
a month, toward the end of the month. This would impact any schedule for developing plans
and specifications. A project schedule could be as shown:
Order plans & specifications April 8 or 22, 1998
Approve plans & specs and authorize advertisement for bids May 13, 1998
Receive bids June 9, 1998
Award contract June 24, 1998
Begin construction July 1998
Complete construction September 1998
1326 Energy Park Drive • St. Paul, MN 55108 • 612/644 -4389 tax 612/644 -9446 toll free 8001888 -2923
