CENTENNIAL FIRE DISTRICT <br /> JOINT POWERS AGREENIENT <br /> contract, appointment, ratification or removal requires a unanimous vote of <br /> the member municipalities. <br /> The Chief will have an employment contract. The first being from the hiring date <br /> until December 31, 1992. The Chief shall serve a six (6) month probationary <br /> period. Employment contracts after December 31, I992 shall be for a two (2) <br /> year period. <br /> In the event that the member municipalities are unable to agree on a person to fill <br /> the position of the Fire Chief, the District by majority vote shall appoint an acting <br /> Fire Chief Specific personnel issues for the Chief will be covered under a separate <br /> personnel policy adopted by the Steering Committee. <br /> B. Section Line Nlanaeement: will consist of a Steering Committee (referred to <br /> herein as the "Committee ") made up of two (2) elected officials appointed from <br /> each member municipality in the District by the respective end of the first two (2) <br /> year term. At the end of the first two (2) year term each City is only required to <br /> have one (1) elected official oft he two (2) regular appointees. The committee <br /> shall meet regularly on a quarterly basis and at special meetings as called. One (1) <br /> administrative staff person from each municipality shall be appointed by the <br /> respective City Councils to serve as ex officio members of the Steering Committee <br /> and shall meet with the Fire Chief regarding operations and administrative <br /> concerns on a monthly basis. <br /> The venue of the committee will rotate between the member municipalities with <br /> the administrative staff chairing the meetings when in their respective city. <br /> Each municipality shall choose an alternate to the committee who shall be an <br /> elected official and shall operate as a committee member only in the absence of one <br /> of the municipality's two (2) regular appointees. <br /> Members of the Centennial Fire Department and police employees of member <br /> municipalities shall not be eligible to sit on the committee. <br /> C. Third Line NIanasement: will consist of the city council of each municipality. <br /> These bodies will be responsible for final policy and budget decisions as outlined in <br /> this agreement. <br /> 2.2 Boundaries. The area included within the District is the area contained within the <br /> corporate limits of the municipalities which are parties to this Joint Powers <br /> Agreement, as adjusted in future, whether by annexation or otherwise. <br /> 2.3 Pavment of Bills. The member municipalities confer upon the administrative staff <br /> person appointed to serve on the committee the authority to approve budgeted <br /> expenditures during their monthly meetings.
