Tri- Cities Police Department and Funding Formulas <br /> Mayor Wilharber briefed the Council on the Tri- Cities Joint Police Department progress and <br /> possible funding formulas. Now, the City of Centerville pays $187,000 per year for seventeen <br /> hours of coverage with 24 hour emergency response. Mayor Wilharber explained the task force <br /> plans to subtract past contributions made to the police department and implement a buy in on <br /> equipment of $45,000. This is a significant increase compared to the previous year's amount of <br /> approximately $100,000. The task force is aware of the city's growth and has anticipated an <br /> increase in coverage. Mayor Wilharber recommended the city require a police car be placed in <br /> Centerville full -time. <br /> Mayor Wilharber gave a synopsis of a funding formula that the cities have investigated. The <br /> formula is made up of the following: number of calls to each city, population, market valuation <br /> and combined miles of city roads. Mayor Wilharber clarified the task force plans to weight the <br /> criteria, thus determining each city's payment amount. Furthermore, Mayor Wilharber felt <br /> Centerville should not pay a portion of all police calls, since the city of Lexington had nearly one <br /> thousand more police calls than the other two cities. Councilmember Buckbee stated The <br /> Council's consensus was to place more weight on calls to each city. <br /> Traffic on 20th Avenue and Main Stree <br /> Mayor Wilharber referred to a letter issued by Officer Hinsen of the CPLPD. Mayor Wilharber <br /> noted the intersection in questions is in Anoka County jurisdiction and he suggested the County <br /> address the issue. Councilmember Brenner commented on behalf of Councilmember Powers, <br /> Powers requested additional lighting, a pedestrian crosswalk and signage at the 20th Avenue and <br /> Main Street intersection, Mayor Wilharber suggested Staff write a letter to Anoka County and <br /> request an investigation of the stated intersection. <br /> School Flood Light <br /> Mayor Wilharber reported he received a complaint about the school's flood lights that seem to <br /> blind drivers north bound on LaMotte Drive. Mayor Wilharber recommended Staff send a letter <br /> to the church addressing the parking lot lighting and forward a copy of the letter to Acting Police <br /> Chief Heckman. <br /> NEW BUSINESS <br /> Starfire Gymnastics - Sketch Plan <br /> Mr. March gave an overview of the Starfire gymnastics sketch plan'. The Planning Commission <br /> viewed the site and building sketch plan during its June meeting. Area citizens showed up at the <br /> Planning meeting and stated they like the 250' by 120' building idea. However, concerns were <br /> raised in regards to drainage. <br /> Mr. March commented ordinance #64, Special Use Permits states a special use permit and its <br /> hearings are optional. In addition, the Planning Commission held a public hearing in regards to <br /> rezoning the property. Mr. March stated the Planning Commission made recommendation to the <br /> 9 <br />
