NSP was anticipating the opportunity <br /> to present our proposal to City Council and be in attendance to address questions. <br /> Because NSP was unaware the franchise proposal was scheduled for council action we <br /> did not have the opportunity to prepare our presentation or represent ourselves or our <br /> potential customers.
