BOARD OF COUNTY COMMISSIONERS <br /> Anoka County, Minnesota <br /> DATE: June 9, 1998 RESOLUTION #98 -78 <br /> OFFERED BY COMMISSIONER: Langfeld <br /> RELATING TO THE ISSUANCE OF A PERMIT FOR <br /> ARCHERY DEER HUNTING IN DESIGNATED AREAS OF THE <br /> RICE CREEK CHAIN OF LAKES REGIONAL PARK RESERVE <br /> WHEREAS, the Anoka County Board of Commissioners has been informed by the Parks and <br /> Recreation Department that the latest State Department of Natural Resources (DNR) estimate that <br /> the deer population in the Rice Creek Chain of Lakes Regional Park Reserve is in excess of a healthy <br /> deer herd; and, <br /> WHEREAS, the DNR has estimated the deer population to be in excess of 30 deer per square <br /> mile in areas of Rice Creek Chain of Lakes Regional Park Reserve; and, <br /> WHEREAS, an excess deer population creates a danger to users of roads and highways <br /> surrounding and within the park; and, <br /> WHEREAS, an excess deer herd is destructive to surrounding crop land and park vegetation; <br /> and, <br /> WHEREAS, the management goal of the Parks and Recreation Department is to sustain a <br /> deer population density of 15 to 20 deer per square mile at the Rice Creek Chain of Lakes Regional <br /> Park Reserve: <br /> NOW, THEREFORE, BE IT RESOLVED that the Anoka County Board of Commissioners <br /> hereby authorizes the Director of Parks and Recreation to issue permits for archery deer hunting by <br /> state- licensed hunters possessing a valid 1996 Anoka County Archery Deer Hunting Permit ($7.00 <br /> fee) in the two areas described as; <br /> Area 1 All that part of Rice Creek Chain of Lakes Regional Park Reserve that lies south of that part <br /> of Rice Creek that flows between Peltier Lake, George Watch Lake and Marshan Lake <br /> excluding the Chomonix Golf Course and all park land west of the Golf Course caretaker's <br /> residence. All located in Sections 15, 16, 21, and 22 in Township 31 North, Range 22 West, <br /> Anoka County Minnesota (see attached Exhibit A). <br /> Area 2 All that part of Rice Creek Chain of Lakes Regional Park Reserve that Iles east of County <br /> Road 14, south of Hardwood Creek, west of channel between Peltier Lake and Hardwood <br /> Creek, and north of the channel between Peltier Lake and George Watch Lake excluding <br /> Peltier Island and the land east of channel between Peltier Lake and Hardwood Creek, all <br /> located in sections 10, 11, and 15 of Township 31 (see attached Exhibit A). <br /> This permit is effective from October 17, 1998, to and including December 13, 1998, with certain <br /> restrictions as noted in Exhibit 8 (see attached Exhibit 8), <br /> BE IT FURTHER RESOLVED that the Anoka County Board of Commissioners does hereby <br /> request that the Department of Parks and Recreation conduct an analysis of the effect of the permit <br /> upon the deer population and that the analysis be conducted after the permit sunset date on <br /> December 13, 1998, and before the next following deer hunting season for consideration by the <br /> county board. <br /> BE IT FINALLY RESOLVED thatthe Cities of Blaine, Lino Lakes, Circle Pines and Centerville <br /> be notified of the passage of this resolution and be provided a copy of it. <br />
